- This is published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the authority of FAR 13.501(a)(1)(ii). See Note 22. The NAICS code for this action is 621511. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to Quest Diagnostics (Quest), 7470 Mission Valley Road, San Diego, CA 92108 to provide diagnostic testing of a host of laboratory specimens for the Naval Medical Center, San Diego (NMCSD). Tests include stool electrolytes, stat cortisols and urine drug confirmations. Quest is required to provide test results for STAT samples within 24 hours after receipt of specimen and without the use of a second reference laboratory. For other than STAT samples, Quest is required to provide test results within a 3-working day turn-around-time. Call back of critical value within 1 hour of verifying results is also required as well as providing daily courier service to transport specimens from the NMCSD laboratory to its testing facility. Quest is also required to have a board-certified clinical geneticist available for immediate consultation with regard to the test results. It is critical t! o the timely diagnosis and treatment of patients that the same laboratory performs the initial and follow-up testing. The NMCD has numerous patients monitored through Quest during the course of their treatment and has consistently provided accurate, reliable and timely test results, all of which are essential to the accurate diagnosis and treatment procedures. Should a laboratory other than Quest perform anyone of the required tests during the patients? course of treatment, disruption in services and/or change in testing methodologies and standards could occur, which would compromise the integrity or validity of the test results. It is therefore critical to the long term monitoring of a patient?s condition that the same laboratory perform all the required testing to ensure standardized methodologies are used and thereby maintain the integrity of the testing process and test results. The proposed contract is for a base period of three months, from 1 July 2005 through 30 September 2005, with 4 one-year option periods to follow. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals, and provide evidence of HIPAA compliance, CLIA certification and CAP accreditation. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 12 May 2005. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All statements of interest/capability documentation must be submitted via email attachment or fax to the attention of Ms. Elena Gertes, Contract Specialist at 619-532-2347. Mailed d! ocuments are not acceptable and will not be considered. All questions pertaining to this synopsis shall be submitted by e-mail only and must be received no later than 9 May 2005.
