Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The reference number N42237-5096-0544 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This solicitation is issued on a 100 percent Small Business Set-Aside. NAICS code 334416. The Naval Submarine Base, Kings Bay, GA requires the following oil-filled, pad-mounted distribution transformers. All transformers will be furnished with the same specifications and requirements with the exception of the KVA size and the secondary voltage. (1) One each size 750KVA with 4 wire 480/277 volt secondary, (2) One each size 500KVA with 4 wire 480/277 volt secondary, (3) Two each size 225KVA with 4 wire 480/277 volt secondary, and (4) Two each size 225KVA with 4 wire 208/120 volt secondary. Specifications: Transformers shall meet all applicable industry standards of ANSI, NEMA, CSA and IEEE. Transformer(s) shall be oil-filled pad mounted distribution type, loop-feed, dead front primary voltage: 12470, Secondary Voltage: as specified, Impedance: 5 to 6 percent. Transformer will be Mineral Oil liquid insulated, complying with 40CFR part 761 dated 1 July 1991 with a conspicuously located sticker so stating. Two winding per phase, 3 phase 60 hertz, 65 degree C rise above a 30 degree C ambient self cooled type. The primary will be connected Delta and the secondary will be Wye connected with a neutral brought out on an insulated spade terminal with ground strap connected to tank. Compartments: the high and low voltage compartments shall be separated by a steel barrier extending the full height and depth of the compartment. Compartment doors shall be hinged lift off type with a stop in open position and three point latching. Hinges will be stainless steel. The high voltage compartment shall contain bushing well inserts and bushing for loop-feed application, bushings will be compatible with insulated 15KV, 95BIL bolted elbow type, 600 ampere connectors IEEE 386 rated. The high voltage compartment will have a external operated no-load tap changer with four 2 ? percent full capacity taps, two above and two below rated voltage. Connector parking stands with protective caps. The high side shall have a hook-stick operated 4-way sectionalizing switch rated for 600 amperes continuous duty at 15KV. The switch will be of the ?V? blade configuration with the following operating positions (C position is transformer) (1). A, B & C closed. (2). B & C closed A open. (3). A, B & C open. (4). A & C closed B open. The secondary compartment will have the following: low voltage bushings with spade connectors, dial type oil thermometer, pressure vacuum gauge, oil level indicator, pressure relief device, 1 inch filling plug, drain valve with sampling device, and stainless steel nameplate. Low voltage cabinet is to be furnished with penta-head locking devise. Transformer is to be furnished with the manufacturers standard bayonet type fusing, fuse size to be determined by manufacturer. Transformer is to be painted Munsell green 7gy 3.29/1.5. Manufacturer: Square D. The Government will accept brand name or equal as long as the Government specifications are met. The Government reserves the right to Award on an All or None basis. Transformers to be delivered to Receiving Officer, Trident Refit Facility, Building 4027, Naval Submarine Base, Kings Bay, GA 31547.
