Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is RFP M67854-05-R-3039, and is being conducted as a 100% Small Business Set Aside under the procedures of FAR Part 12. The North American Classification System Code (NAICS) is 423710 and the size standard is 500 employees. The Request For Proposal (RFP) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-03. The Marine Corps Systems Command has a requirement for a Tool Kit, Data Network, General Purpose (NSN) 5180-01-524-7623, to include the entire tool contents listed in the statement of work paragraph 1.0 and a ruggedized carry case. Line Items: Item (0001) QTY 90, ! Tool Kit, Data Network, General Purpose with Ruggedized Carry Case. DELIVERY INSTRUCTIONS: Shipping is FOB Destination within 90 days of contract award to Marine Corps Logistics Base, Albany, GA for CLIN 0001. Inspection and Acceptance will be Destination. Note: The characteristics listed in the statement of work are intended to be descriptive, not restrictive. To ensure that sufficient information is available, the vendor must furnish as a part of his/her proposal, all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the contracting activity to determine whether the product meets the minimum salient characteristics. The technical proposal shall be no more than 10 pages exclusive of descriptive literature. If the vendor proposes to modify a product to make it conform to the requirements of this announcement, s/he shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. Basis for Award: Award shall be based on a Best Value to the Government. Technical capability when combined with past performance is more important than price, however, as proposals become more equal in their product merit, the evaluated price becomes the determining factor. TECHNICAL FACTORS: a) the tool kit must contain all the tools listed in the Statement of Work (SOW). b) the tool package configuration must meet the salient characteristics described in the SOW paragraph(s) 2.0, 2.1 and 2.2 c) the tools will be evaluated on quality, completeness, uniformity, storage, and markings d) The specific tool location and layout must be in accordance with Figure 1. Tool Kit Configuration Design on page six of the statement of work. e) The Ruggedized Carrying Case must meet the minimum overall dimensions has defined in the SOW paragraph 3.9. f) The ruggedized carry case will be evaluated based on user friendliness, ruggedness, weight, durability, stackability, security and organization. Each offeror shall submit three references for past performance evaluations for similar types of acquisitions. The Past Performance references must be current within the last five years and include contract numbers, decriptions of items provided, points of contact and contract dollar value. Past Performance must include a demonstrated capability of providing tool kits with specific configuration packages. There is no page limit for Past Performance information. The Government may exclude those offers that fail to provide three references for past performance evaluations. APPLICABLE PROVISIONS AND CLAUSES: Proposals received without the completed copy of the provision at FAR 52.212-3 will be considered non-compliant. Beginning January 1, 2005, the Federal Acquisition Regulation (FAR) requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process.
