Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is RFP M67854-05-R-3040, and is being conducted as a 100% Small Business. The North American Classification System Code (NAICS) is 334518 and the size standard is 500 employees. The Request For Proposal (RFP) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-26. Marine Corps Systems Command has a requirement for a portable, battery operated Time Domain Reflectometer, Metallic (TDR-M) to identify and locate faults on metallic coaxial cables. Line Items: Item (0001) Time Domain Reflectometer w/soft transit case, QTY 46. All items must meet the following salient characteri! stics: MIL-PRF-28800F class 3 for Navy shipboard, submarine, shore, and Marine Corps applications; Capable of displaying TDR-M trace with associated information for identifying and locating faults on metallic coaxial cable within the accuracies, limits, and specifications specified herein: Input Connector Type: BNC Impedance: 50 Ohm and 75 Ohm Test Launch Cable: Standard 50 Ohm and 75 Ohm coaxial test launch cables with maximum length of 6 feet each shall be provided. Maximum Input Voltage Protection: 250 V (DC + AC) Vertical System The vertical system shall be provided for measuring impedance (Ohm?s) and return loss (dB). Return Loss: The equipment shall be capable of computing and displaying return loss in DB at the cursor. Dynamic Range: 60 dB Accuracy: +/- 3% of range Impedance: The equipment shall be capable of computing and displaying impedance in Ohm?s at the cursor. Range: 0 Ohm to 1K Ohm Accuracy: 10% of range Horizontal System The horizontal system shall be provided for measuring distance as follows: Distance: Range: 0 ? 16KM (0-52,000 feet) minimum. Accuracy: greater than or equal to +/- 1% of reading Resolution: greater than or equal to 0.08 m (0.26 feet) up to 305 m (1,000 feet); greater than or equal to 0.15 m (0.5 feet) up to 610 m (2,000 feet); greater than or equal to 1.25 m (4.1 feet) up to 4.572 km (15,000 feet), and greater than or equal to 4.88 m (16 feet) up to 52,000 feet. Display unit: Meter or Feet, selectable Scale: greater than or equal to 0.5 m/div to 1,524 m/div or greater than or equal to 1.5 ft/div to 5,000 ft/div and auto scale with zoom in to the point of interest with a maximum zoom in of 5 m/full screen. Cable Type and Velocity of Propagation (VoP) Cable Type: The equipment will have a built-in database with information associated with standard cables available in the commercial world. The equipment shall allow users to select appropriate cable type for testing. Velocity of Propagation (VoP): The equipment shall allow users to edit and save VoP for cable under test. VoP Range: 0.40 to 0.99 Resolution: 0.1 Waveform Storage: The equipment shall be capable of storing at least 15 wave-forms with associated values in nonvolatile memory. User shall be capable of naming each waveform in alpha-numeric characters. Wave-form Recall and Comparison: The equipment shall be capable of recalling and displaying at least one stored wave-form to compare with the wave-form under test. Test Result Upload: The equipment shall provide the capability to upload stored test results to a computer running Microsoft Windows 2000, XP or later operating system for viewing and printing. Computer interface shall be accomplished through RS-232 or USB bus port. The software and necessary accessories for uploading, viewing, and printing shall be provided. System Set-up Saving: The equipment shall be capable of saving at least 10 system set-ups. User shall be able to configure the equipment according to a saved set-up with a single execution command. Display: The equipment shall have a color graphic LCD to display TDR-M wave-forms and associated values. The display shall be compliant with MIL-PRF-28800F. Graticule: The display shall have 8 divisions vertically and 10 divisions horizontally. Cursors: The display shall be provided with two cursors that are independent from each other. Absolute distance measurement shall be accomplished with single cursor mode and relative distance measurement shall be accomplished with dual cursor mode. GENERAL REQUIREMENTS Temperature Operating Temperature: 0 degrees Celsius to 50 degrees Celsius Non-Operating Temperature: -20 degrees Celsius to 60 degrees Celsius. Power: The equipment shall be operational with both AC and internal DC battery. AC Power: The equipment shall be operational with a 110/220 +/- 10% volts @ 50/60 Hz from a single phase power supply. Internal DC Battery: Internal rechargeable batteries shall be provided for portable operation. The batteries minimum fully charged operating time shall be at least 6 hours following a maximum recharge. A charger accepting 110/220 +/- 10% volts @ 50/60 Hz single phase shall be provided for each unit. Battery Indicator: A visual Low Battery Indicator will be incorporated into each unit. Auto Power Off: The equipment shall be capable of auto turn off when absence of keyboard activity exceeds a set interval (5, 10, 20 minutes) set by the user and shall have an enabled (On) / disabled (Off) option. Lithium Batteries: Per MIL-PRF-28800F, lithium batteries are prohibited without prior authorization. Requests for approving the use of lithium batteries, including those encapsulated in integrated circuits, shall be submitted to the procuring activity at the time of submission of proposals. Approval shall apply only to the specific model proposed. Calibration Calibration Interval: The calibration interval shall be a minimum of 24 months. At the end of this interval, a minimum of 85% of the equipment shall remain in Tolerance. Calibration Procedure: The procedure, software, and special interfaces/adapters that are required for the equipment calibration shall be provided. Dimensions: Dimensions will not exceed 30.48 cm (12 inches) in length, 20.32 cm (8 inches) in width, and 12.7 cm (5 inches) in depth nominal. Weight: Weight will not exceed 3kg (6.6 pounds) nominal with internal battery. Transit Case Soft Transit Case: A soft transit case shall be provided for carrying the equipment around during an operational environment. The case shall be capable of accommodating the equipment, accessories and operator?s manual. Technical Manual: Technical manuals shall conform with standard MIL-PRF-28800F. A user/Installation manual (Operator?s manual) shall be provided separately. Maintenance and service manuals shall be provided for all three levels of maintenance, equipment operational verification, module level, and component level. The technical manuals shall be provided in both printed and (1) electronic format in .PDF file. Human Readable Identification Plate: Per MIL-PRF-28800F, the human readable identification plate shall be permanently affixed to the equipment. The human readable identification plate shall contain the following information: Manufacturers Name and Cage Code: Manufacturers Part Number/Model: Serial Number: National Stock Number: TAMCN: A7080 Contract Number: Machine Readable Unique Identification (UID) 2-D Barcode: A 2-D barcode, according to the interim ?DD? format for Text Element Identifiers (TEI), as described in Appendix B of the Unique Identification Guidance document, shall be permanently affixed to the equipment. The 2-D barcode shall contain the following information: Cage Code: Part No: Ser No: NSN: Shipping Package Marking: Shipping package containing the equipment to be shipped shall be marked with a 2-D barcode (PDF417) according to MIL-STD 129M and ANSI MH 10. The 2-D barcode shall contain the following information: Cage Code: Part No: Ser No: NSN: Contract No: Name: U/I Qty: DELIVERY INSTRUCTIONS: Shipping is FOB Destination within 60 days of contract award to Marine Corps Logistics Base, Albany, GA for CLINs 0001. Inspection and Acceptance will be Destination. Note: The above listed characteristics are intended to be descriptive, not restrictive. To ensure that sufficient information is available, the vendor must furnish as a part of his/her proposal, all descriptive material (such as illustrations, drawings or other information) and to include an operator technical manual for proposed equipment to evaluate equipment compliance with the salient characteristics. The technical proposal shall be no more than 20 pages exclusive of descriptive literature and address each of the salient characteristics in order to determine if the products meets the specifications. Proposal and price should be valid for a period of 60 days. Basis for Award: Award shall be based on a technically acceptable lowest price. TECHNICAL FACTORS: 1) Product must meet all of the salient characteristics as listed above 2) Identify the offered item by: a) brand name b) make and/or model number 3) include an operating manual and descriptive literature (such as illustrations, drawings) 4) discuss how the product meets all of the salient characteristics.
