Description
The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, offers the best value to the Government. The criteria for evaluation are: Technical Approach; Personnel Qualifications; Past Performance; Management Plan; Quality Assurance/Quality Control; and Price. Price is equal in importance to all other factors. The purpose of this acquisition is to acquire thermal imagery at high spatial resolution in order to detect fugitive gaseous chemical compounds and locate them at an acceptable level of accuracy. This procurement of services is part of an ongoing Aproof-of-concept@ project to determine if thermal imaging systems can detect and identify fugitive gas discharges and emissions to direct further sampling using standard analytical chemistry. An RFQ which includes a Statement of Work and Evaluation criteria is available upon request. Vendor must provide Federal Tax Identification Number, Dun and Bradstreet Number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 541620. Any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered.
