Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. * Description of work: This project consists of construction of an approximately 27,000 square foot dining facility. Supporting facilities to be constructed include utilities; electric service; sewer and storm drainage; paving, walks, curbs and gutters; pa rking; information systems; and site improvements. The project is located at Fort Stewart, Georgia. The project will be solicited and procured on an unrestricted basis in accordance with FAR 36. Offerors are required to submit a price and technical prop osal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Gove rnment. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. * PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR 1: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is more important than Factors 2 and Factors 3 and significantly more important than Factor 4. FACTOR 2: CONSTRUCTION PAST PERFORMANCE: This factor is equal in importance to Factor 3 and is more important than Factor 4. FACTOR 3: CONSTRUCTION DURATION: This factor is equal in impor tance to Factor 2 and is more important than Factor 4. FACTOR 4: MANAGEMENT EFFECTIVENESS. * The anticipated cost range is $5,000,000 to $10,000,000. Options may be included. Network Analysis will be required. This solicitation is issued on an unrestr icted basis pursuant to the Business Opportunity Development Reform Act of 1988 . This solicitation will be issued in electronic format only and will be available on or about 17 May 2005 on the internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
