Description
The Mid-Pacific Region of the Bureau of Reclamation plans to issue a solicitation for five-year professional services indefinite-delivery, indefinite-quantity (IDIQ) contracts. The contracts will cover five professional services areas: (1) Multidisciplinary Professional Services, (2) Public Affairs Services, (3) Water Resource Engineering Services, (4) Information Technology Services, and (5) Conceptual Design and Cost Estimate Engineering Services. Area 1, Multidisciplinary Professional Services, will include environmental investigation and creation of environmental documents, such as EIS's, EIR's, EA's, and FONSI's. Area 1 may also include work from any of the other areas, to the degree such work is part of a larger project. It is expected the contracts awarded in support of area 1 will have an estimated value of $50 million for the five year period. Area 1 is partially set aside and partially full and open. The set aside portion is for approximately one contract to be awarded to each of (1) an 8(a) concern, (2) a HUBZone concern, and (3) a veteran-owned small business. Area 2, Public Affairs Services, is exclusively set aside for small business concerns. It is estimated that the value of any contracts awarded for this area will be $5 million for the five-year period. Area 3, Water Resource Engineering Services, is exclusively set aside for small business concerns. It is estimated that the value of any contracts awarded for this area will be $15 million for the five-year period. Area 4, Information Technology Services, is exclusively set aside for small business concerns. The majority of work under this area will be for Oracle development. It is estimated that the value of any contracts awarded for this area will be $15 million for the five-year period. Area 5, Conceptual Design and Cost Estimate Engineering Services, is exclusively set aside for 8(a) concerns. It is estimated that the value of any contracts awarded for this area will be $15 million for the five-year period. The Government will be hosting a pre-proposal conference on May 9, 2005 to discuss the planned solicitation. Potential offerors wishing to attend should email Annie Tran at atran@mp.usbr.gov. The email should include company name, the full name of each person attending, business mailing address, business phone number, business line, and size (small, 8(a), HUBZone, etc.). Because of limited space, each company will be limited to two attendees. It is anticipated that a draft solicitation will be released before the pre-proposal conference, with the final solicitation planned to be released by May 31, 2005.
