- The Bureau of Reclamation Upper Colorado Region intends to award five sole source fixed price contracts for work associated to the Glen Canyon Dam Adaptive Management Program (GCDAMP). The awards will be for the Hualapai Tribe, P.O. Box 179, Peach Springs, AZ 86434; Pueblo of Zuni, Box 1149, Zuni, NM 87327; Hopi Tribal cultural Preservation Office, P.O. Box 123, Kykotsmovi, Arizona 86039; Navajo Nation, P.O. Box 6000, Window Rock, AZ 98515; and the Saibab Band of Paiute Indians, HC 65, Box 2, Freedonia, AZ 86022. The Glen Canyon Dam Adaptive Management Program was established for the long term preservation and management of the cultural and natural resources of the Grand Canyon in accord with the Grand Canyon Protection Act of 1992 (GCPA) and the National Historic Preservation Act of 1966, as amended (NHPA). As a component of the GCDAMPO, the Bureau of Reclamation, Upper Colorado Region is in the process of complying with Section 106 of the NHPA. Reclamation has determined that is operation of Glen Canyon Dam under the 1996 Record of Decision is undertaking (36 CFR 800.16y) that might result in changes in the character of downstream historic properties. To facilitate compliance a Programmatic Agreement (PA) was entered into by Reclamation, the Western Region and Rock Mount Regions of the National Park Service, the Advisory Council on Historic Preservation, the Arizona State Historic Preservation Officer, the Hopi Tribal cultural Preservation Office, the Hualapai Tribe, the Navajo Nation, the Zuni Puebleo, and the Kaibab Band of Paiute Indians. The GCDAMP, GCPA, HNPA, and the PA all contain language mandating consultation with concerned Native American Tribes fort the identification, evaluation, and treatment of historic properties of significant to these Native American Tribes. The tribes participation in this process will be to identify, evaluate, monitor, and equally participate in the long-term management of all historic properties, sacred areas, and locations of traditional Native American Tribe cultural use that are within the area affected by the operations of Glen Canyon Dam. Since 1994 the Tribes have been a consulting Signatory to the PA that specifically delineates the responsibilities of the Bureau of Reclamation. The Tribe's participation in the GCDAMPO is essential to ensure the tribal values are represented at the various program functions and to ensure effective government-to-government consultation on federal undertakings that may affect resources important to the various Native American Tribes. The work associated with the contract will support federal consultation requirements through tribal participation in the Adaptive Management Working Group, the Technical Working Group, and the PA. It will also support tribal monitoring of cultural and terrestrial resources as specified in the PA. The NAJCS code is 541620. The period of performance will be for a total of five years, with a base year and four option years. The closing date for receipt of proposals is June 17, 2005.
