Description

Notice of Intent--The Bureau of Reclamation (Reclamation) intends to award to Titley Electronics Pty. Ltd. a requirement for bat detection equipment. The detector will be used to conduct acoustic bat surveys, and functionally converts ultrasonic echolocation signals of bats into audible electronic signals which can be recorded and processed to identify species. Further, it is capable of providing the following Reclamation requirements: (1) small and lightweight to allow placement at remote sampling sites; (2) permanently records bat calls on compact flash cards for laboratory analysis; (3) software that produces spectra that allows bat calls to be identified to species; (4) library of reference calls available to allow identification of bat calls to species; (5) power source and data storage capability that allows all night and multi-night sampling; (6) automatic sampling of a wide range of frequencies simultaneously; and (7) acceptance as a standard sampling instrument by bat researchers and wildlife managers in the US. Reclamation has identified Titley Electronics Pty. Ltd. as the only source that can provide equipment that will satisfy the agency requirements. Firms believing they can provide similar equipment must provide supporting evidence to that effect in sufficient detail to demonstrate respondent's ability to meet the stated requirements. This notice is not a rquest for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A justification for other than full and open competition has been prepared in support of this acquisition. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 423410 which is 500 employees. This notice may represent the only official notice of such a solicitation.
