- 1. The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement for Visitor Services Planning and Communication to support wildlife-dependent recreational activities on National Wildlife Refuges and National Fish Hatcheries in California, Hawaii, Idaho, Nevada, Oregon, Washington and the Pacific Islands. Scope: 2.1 Visitor Services Planning: Services in this category include the gathering and analysis and documentation of data required to establish program requirements for project justification, budgeting and design, including but not limited to: 2.1.1 Project identification. Includes collaboration on project location, functions, scope, and intended users or audiences with Service personnel; onsite reconnaissance and photography; topic research; and the preparation of project identification documents. 2.1.2 Planning to establish a project design schedule. 2.1.3 Cost opinions for budgeting purposes. 2.1.4 Visitor services plans, including interpretive master plans and associated descriptive narratives. 2.1.5 Visitor services prospectuses, including interpretive prospectuses (camera-ready) and illustrated, descriptive reports, including copy writing, photo research and procurement, and original illustrations and maps. 2.1.6 Consultation with landscape architects, architects and engineers during the master and site planning processes and specific interpretive planting plans to ensure a well integrated visitor experience. 2.1.7 Consultation with Service landscape architects, architects, and engineers or A&E firms on the design and construction drawings of kiosks, blinds, trails, trailheads, signs, overlooks, platforms, open-air shelters, elevated boardwalks, visitor contact stations, and visitor centers. 2.2 Exhibit Design: Design of two-dimensional and three-dimensional indoor and outdoor exhibits. Services in this category include: 2.2.1 Concept level design and detail design of indoor and outdoor interpretive exhibits. 2.2.2 Interpretive writing and editing. 2.2.3 Photo search and procurement, including negotiation of prices and use rights. 2.2.4 Graphic layout and camera ready art, including type specifications and high resolution scanning and digital manipulation of photos and illustrations. 2.2.5 Original, biologically accurate illustrations of wildlife, wildlife habitats, and cultural subjects in various styles for a variety of full color media, including computer generated illustrations. 2.2.6 Detailed, 1/4 size exhibit layout drawings reproducible. 2.2.7 Shop drawings for exhibits reproducible. 2.2.8 Job cost and budget estimating. 2.2.9 Scale models and/or computer-generated walk-throughs of exhibits. 2.3 Construction and Exhibit Fabrication Consultation: Services in this category include consultation with the Fish and Wildlife on the construction of visitor service facilities and the fabrication and installation of exhibits, as needed. 2.3.1 Checking and annotating submittals by construction contractors and exhibit fabricators within five working days unless otherwise specified in the project specific Work Order, or request from the contracting officer within three working days a time extension for approval or disapproval. 2.3.2 Conducting site visits to evaluate progress of construction work, exhibit fabrication work, and exhibit installation. 2.3.3 Preparing contract modification data for exhibit fabrication contracts. 2.3.4 Field inspection of exhibit fabrication work and exhibit installation to ensure compliance with contract requirements. 2.3.5 Assisting Service personnel with final inspections and preparing lists of defects and omissions. 2.3.6 Preparing operations and maintenance manuals for exhibits. 2.3.7 Providing technical support to the Contracting Officer Representative.
