Description
DESC: This is a combined synopsis/solicitation for items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201815Q027 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. The NAICS Code 238320. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24(a). BACKGROUND: The U.S. Fish and Wildlife Service, Region 2, Wichita Mountains National Wildlife Refuge, Indiahoma, Oklahoma, requires the following painting of corrals at Headquarters: Contractor shall furnish all the necessary personnel, materials, equipment, services, and facilities to sand blast, prime and paint all corral railings, dividers, gates and walkways. Contractor shall warranty all work for a period of two years. Contractor shall remove from the refuge all empty paint cans and trash. Contractor shall leave one five-gallon pail of finish paint for the refuge. DESCRIPTION: 1. The extent of sandblasting would encompass all oil, grease, dirt, dust, oxides, corrosion products, mill scale, rust and other foreign matter. 2. Areas that are painted and show no runs will have a slight brush blasting to profile and have sanded effect for a good clean surface to ensure painting adhesion. 3. All bare metals will be primed using Universal Metal Primer. 4. Method of application of primer and paint will be sprayed, with all joints, welds, pitted areas, hard to reach areas and all areas that are deemed necessary will be brushed and rolled. 5. Two complete final coats of "Refuge Tan" or equal will be applied with a 24 hour drying time between applications. 6. Appropriate Personal Protective Equipment, (PPE) will be worn by the contract workers when sandblasting. 7. Metal surface temperatures required for painting will be between 45 degrees and 90 degrees to insure correct adhesion. Refuge shall remove all shrubs and over growth against the corrals prior to the start of work by the contractor. Refuge staff shall repair any metal pipe splits before the contractor starts painting. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms and Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 53.236-3, Site Investigation and Conditions affecting the work. All interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Price; and 2. Vendors wishing to respond to this combined synopsis/RFQ should provide this office with the following: price quote, a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items, and information's sheet on items being quoted. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers. Quotes are due no later than 3:30 p.m. (local mountain standard time), May 20, 2005 and should be electronically submitted via e-mail to mary_drobot@fws.gov or mailed to U.S. Fish and Wildlife Service (CGS) 500 Gold Avenue, SW, Room 5108, P.O.
