Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is solicitation number Q1780050005 and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This procurement is subject to full and open competition; all responsible sources may submit an offer which shall be considered by the agency. NAICS code 334512, 500 employees, applies to this solicitation. The following are the scope of work and line items for which proposals are requested: Lowell National Historical Park (LNHP) Building Automation System Upgrade The intent is to upgrade the existing Trane Tracer Summit Building Automation System (BAS) which currently serves Boott Cotton Mills Museum, Mogan Cultural Center, and Kirk Street Agents House at Lowell National Historical Park, Lowell, MA. The intent of the work is to allow government personnel access to the BAS through the existing government "intranet". This access shall be possible either through the existing Operators Workstation (OWS, currently located at Boott Mill) or through existing workstations on the network running Microsoft Internet Explorer and having appropriate government security access and clearance (see Line Item Two: "Webserver"). Other manufacturers' digital control equipment and software that provide the same operability will also be considered. For a site visit, call the Facility Manager at 978/275-1721. LINE ITEM ONE: Provide labor, equipment, materials, and markups to perform the following scope of work. The Scope of Work (Line Item One) includes the following: 1. Upgrade OWS Software to Tracer Summit Version 16.x or equal. Contractor shall provide and install latest version of Tracer Summit software or equal (version 16.x; currently government is using version 11.0). The upgrade assumes that government shall replace existing Tracer Summit operator workstation personal computer with a new computer suitable for running upgraded Tracer Summit software or an approved equal. New computer to be provided by government with Microsoft Windows XP Professional operating system. New computer to have Ethernet connection to government intranet (see Notes below). 2. Replace Existing Trane BCU at Boott Mill. Contractor shall replace existing Trane Building Control Unit (BCU) model "BMTS" in Boott Mill with new "BMTW" BCU or an approved equal. BCU shall have Ethernet card and be capable of communicating BACnet/IP via the government intranet. 3. Replace Existing Trane BCU at Kirk Street. Contractor shall replace existing Trane Building Control Unit (BCU) model "BMTS" in Kirk Street Agents' House with new "BMTW" BCU or an approved equal. BCU shall have Ethernet card and be capable of communicating BACnet/IP via the government intranet. 4. Install Ethernet Card in BCU at Mogan. Existing Trane BCU (BMTW) in Mogan Cultural Center to remain. New Ethernet card shall be installed by Contractor. Contractor shall reconfigure BCU to communicate BACnet/IP via the government intranet. 5. Reconfigure BAS Site Database. Contractor shall consolidate the existing three (3) building automation systems databases into a single site database. 6. Workstation Graphics. Contractor shall modify existing graphics on the operators workstation to show all government buildings on a single graphic screen. Each building shall be "hot linked" to allow "drill down" access to information/graphics for that single building (existing building floor graphics to remain as is). 7. Training. Contractor shall provide eight (8) hours of training for government personnel. Training shall include overview of revised system configuration, Webserver operation (Line Item Two), security issues, details for accessing system from a personal computer, using paging functions and email notification for alarms, etc. 8. Engineering/Project Management. Contractor shall provide engineering drawings showing revised network configuration. Contractor shall consolidate all existing building automation system documentation into a single volume for use by government personnel. Notes: 1. New Workstation. Government shall supply new workstation to replace the existing IBM workstation currently used to operate the Trane Tracer Summit BAS or an approved equal software application. Workstation shall be configured with the following "minimum" requirements: Pentium 800 MHz processor, 1.0 GB SDRAM, 160 GB hard drive, PCI or ISA slot for Ethernet network adaptor. 2. Government Network Connections. Government shall provide appropriate Ethernet network connections adjacent to each BCU as well as for the Webserver and Operator's Workstation. Government shall provide network connections for Kirk Street Agents House (basement level), Mogan Cultural Center (near rear entry door) and at Boott Mill (basement mechanical room, two connections required; network connection in Facilities office for Workstation). Government shall provide permanent IP address, and subnet mask for each BCU and Webserver. 3. Work Schedule. All work shall occur during normal working hours (between 7:00am and 5:00pm, Monday through Friday). ADD-ALTERNATE LINE ITEMS. THESE LINE ITEMS SHALL BE AWARDED IF FUNDS PERMIT. ADD ALTERNATE LINE ITEM TWO. Provide labor, equipment, materials, and markups to perform the following scope of work. Installation of "Webserver": 1. Contractor shall furnish and install "Webserver". Contractor shall install and incorporate a "Webserver" into the BAS to allow access to the system through local workstations resident on the government network. Webserver shall be installed at Boott Mill location. WEB SERVER SPECIFICATION/OPERATOR INTERFACE A. Furnish a Web Server to allow daily operations functions to be accomplished from any network connected web browser. B. Operators shall be able to utilize any commercially available browser such as Microsoft Internet Explorer or Netscape Navigator. No additional software shall have to be installed on the client PC for normal operation of the system. C. All communications between the web browser and web server shall be encrypted using 128 bit SSL encryption. D. Web server shall be able to be located on the government Intranet or on the Internet. E. Web server shall have the ability to automatically obtain an IP (Internet Protocol) address using DHCP. Use of static IP addressing shall also be supported. F. Web server will have adequate capacity to store and serve 500 user defined graphics. G. Any unlimited number of users shall be able to access the web server. A minimum of 30 users shall be able to utilize this device at the same time. H. BACnet. The Web Server shall support the BACnet Interoperable Building Blocks (BIBBS) for Read (Initiate) and Write (Execute) Services. These are the Data Sharing BIBBS as follows: DS-RP-A,B; DS-RPM-A; DS-WP-A; DS-WPM-A I. The Web browser client shall support Sun Microsystems Java 2 (JRE 1.4.0 or higher) plug-in. J. Functionality: 1. Operators shall be required to enter in a valid user name and password to access the system. The view of the system provided for the user will be customized based on user identity. 2. Operator security. Each operator shall be able to be assigned a unique user name and password. Users shall be assigned to view, view and edit or administrative capability. 3. The web server shall display the same graphics that have been created for the Operators Workstation. Graphics shall be able to contain both static information such as floorplans, equipment schematics, etc. as well as dynamic information including space temperatures, setpoints, equipment status etc. 4. All dynamic values shall be automatically refreshed every 10 seconds. The refresh of dynamic data shall not require a refresh of the static information on the graphic. 5. Operators with proper security shall be able to override setpoints and equipment operation. 6. System schedules shall be easily selected for display. Operators with valid security shall be allowed to make changes to schedules including modifications to start and stop times and creating exception days. These changes shall be made graphically within the web browser. 7. A log of system alarms and events shall be able to be viewed from the web browser. Operators with proper security shall be able to acknowledge alarms. 8. System trends shall be able to be selected and viewed. Trends shall be shown graphically with the proper axis scaling automatically selected. 9. Operators with proper access shall be able to configure the web server using their web browser. K. Web Server Hardware. 1. Provide a solid state web server. This device may not contain any moving parts including but not limited to cooling fans, disk drives, CD Rom drives etc. 2. Web server hardware shall be wall mounted and shown on the system drawings provided under the contract. 3. All user entered information (web pages, security, etc.) shall be stored in non-volatile memory. System operational information and clock functions shall be backed up by battery or other device for a minimum of 72 hours. ADD ALTERNATE LINE ITEM THREE. Provide labor, equipment, materials, and markups to perform the following scope of work. Relocation of BCU in Boott Mill 1. BCU Relocation. Contractor shall install proposed "BMTW" BCU or an approved equal in the "Boiler Room" location at Boott Mill and provide power wiring for same (120 VAC dedicated circuit required). 2. Existing BCU Enclosure. Contractor shall reutilize existing BCU enclosure as a location for any required terminal strips. 3. Network Connections: Contractor shall re-route existing building automation system network connections from subbasement level to new Boiler Room location. 4. Test/Verify Systems Operation. Contractor shall verify systems operation and communications after relocation completed. Place of delivery and acceptance is FOB Destination at Lowell National Historical Park, Lowell, MA 01852. Delivery date is sixty (60) calendar days after receiving order. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award shall be made to that responsible offeror whose quote will be most advantageous to the Government, price and past performance considered. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer (available at www.arnet.gov). The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition.
