Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Division Crane. This requirement is for an initial procurement of 450 AN/SSQ-77C(XN-1) Digital Vertical Line Array (DVLA) sonobuoys under a Navy-initiated performance verification program. Options of 50, 100, 150, 200, and 250 each will be included in the solicitation. This requirement will be solicited from qualified AN/SSQ-77C manufacturers on an other than full and open competition basis in accordance with Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(i), ?industrial mobilization.? Sparton Electronics, Inc., DeLeon ! Springs, FL and UnderSea Sensor Systems Inc., Columbia City, IN are the only qualified producers of the AN/SSQ-77C sonobuoys. The sonobuoys shall be manufactured in accordance with a DVLA specification. Delivery is required F.o.B Patuxent River, MD. Inspection and Acceptance shall be at destination. An initial delivery of 20 engineering test units shall be no later than 20 January 2006 and a total quantity of 150 units (including 20 additional engineering test units) shall be delivered no later than 20 March 2006. All remaining units (including 20 engineering test units) shall be delivered no later than 20 May 2006. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price. The solicitation will be available at the following address: http://www.crane.navy.mil/supply/announce.htm. No hard copies of the solicitation will be mailed. All changes to the requirement that occur prior! to the closing date will be posted to NSWC Crane web site, FBO, and NECO. It is the responsibility of the interested vendors to monitor the NSWC Crane web site, FBO, and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. The solicitation is expected to be posted on or about 13 May 2005. All responsible sources may submit an offer that will be considered. Please reference the above solicitation number when responding to this notice. Numbered Notes 13 and 26 apply.
