- The following is an INTENT TO SOLE SOURCE ANNOUNCEMENT. It constitutes the only written announcement. Under the authority of FAR Part 6.302-1, the Government intends to negotiate on a sole source basis an award of a contract using FAR Part 15 Negotiated Procurement Procedures to one source without full and open competition. As justified below there are no other vendors who can provide the required expertise or have the knowledge base regarding the development and support of the National Environmental Information Exchange Network and the Central Data Exchange (CDX) to satisfy agency requirements within the required time frame for completion of the work. Concurrent Technologies Corp (CTC) was a direct contributor to the "Blueprint for the National Environmental Information Exchange Network." The company authored the chapter on data exchange templates and provided leadership on various technical aspects of the Network, including security and the use of XML. CTC supported EPA in the development of CDX Node 1.0 project to build and stand up EPA's Node on the Network. The CDX Node 1.0 went live in the 2003 and the current version 1.7.2 has successfully exchanged data with more than 25 state nodes. CTC continues to provide node support to the CDX Node, as well as to the states in developing their nodes for the network. The contract period of performance shall be 12 months from date of award and shall not include option periods. The EPA seeks to improve participation in CDX among its constituent "small partners", specifically tribes and territories. The goal of this project is to facilitate the exchange of environmental information from the small partners via CDX to enhance environmental management, policy and decision making. This project will establish an independently managed technical and program center to expand the environmental information exchange of small partners in several ways. In a pilot program, the contractor will conduct baseline assessment and analysis; develop outreach materials and outreach efforts; assist in planning and training required to successfully implement CDX network policies, guidance documents and automated tools for data collection; and program management support to tribes, territories and other small partners. The Government knows of only one source, Concurrent Technologies Corp., 100 CTC Drive, Johnstown, PA 15904-4193, capable of fulfilling the requirement. The NAICS Code is 541513 with a Small Business Size Standard $18M. The tasks to be performed include 1) Work Plan Development, 2) Project Status Meetings, 3) Baseline Assessment, 4) Analysis and Recommendation, 5) Node Pilot, 6) Planning for a Resource Center, 7) Program Support.
