- NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT SERVICES TO BE AWARDED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is UJCR04 (RFQ-RT-05-00263). The Environmental Sciences Division [ESD] of the National Environmental Research Laboratory [NERL], Office of Research and Development [ORD] at the U S Environmental Protection Agency [EPA] is seeking a student contractor who has completed at least two years of the requirements toward a B.S. degree or equivalent in electrical engineering, computer engineering, or a related field. The student contractor is needed to provide services under a contractual agreement to provide basic electrical engineering design, development, assembly, and testing related to the development of a geoelectrical data acquisition instrument. The ideal student contractor will have training and/or experience in electrical engineering design, software development and testing as well as some background knowledge in geophysics. The student will need to know basic electronic laboratory requirements. The ideal student contractor should have successfully completed or current enrolled in microprocessor training, and/or senior level design course. The Environmental Sciences Division (ESD) of the Office of Research and Development's National Exposure Research Laboratory conducts research, development, and technology transfer programs on environmental exposures to ecological and human receptors. Within ESD, the Characterization and Monitoring Branch (CMB) supports the EPA's mission by providing research, development, and expertise across a wide range of disciplines that contribute to cost effective environmental data acquisition and interpretation required to address environmental issues. The broad scope of CMB's mission encompasses all stages of the experiment and measurement process including: sampling design optimization, sampling and sub-sampling equipment and techniques, field and laboratory analytical methods, quality assurance and control, statistical data analysis and estimation methods, and optimal decision-making procedures. The student contractor will work with a mentor from CMB as part of a multi-disciplinary research team and will provide electrical engineering support for the development of a geoelectrical data acquisition instrument. The work will include all phases of developing a field robust data acquisition system. These phases will include, but are not limited to: electrical design involving hardware and software, building the instrument, and testing the instrument in a laboratory and potentially in field applications.. Specific duties will include (1) Designing the hardware and software components of the geoelectrical data acquisition system; (2) Building the electrical components of the system, (3) Writing the controlling software, and the data storage software, (4) Testing the system in the laboratory, and potentially (5) testing the system during a field deployment. Furthermore, general electronics laboratory support duties may include maintaining research supplies and materials, routine maintenance of laboratory equipment, and other duties necessary to carry out the studies. This work will begin on or about June 15, 2005. The initial contract will be for one year with an option for an additional 12 months. The contract is for one part-time (10 to 20 hours/week) student with the majority of work being Monday through Thursday of each week between the hours of 8:00 a.m. to 5:00 p.m. The duty location is in the Characterization and Monitoring Branch of the Environmental Sciences Division, 944 E. Harmon Ave, Las Vegas, NV. 89119. Work will be performed primarily in the laboratory; however, office, library, and field work settings are possible. The work is not particularly hazardous or physically strenuous; field and laboratory health and safety training will be provided, if required. The hourly rate for this position is $12.70. Student contractors will be paid the basic hourly rate only for the number of hours worked and do not receive overtime premium for any hours worked beyond the 20-hour week. Student contractors do not accrue leave or holiday benefits and are not paid for any non-work days, regardless of the reason. Federal, State, Local, and Social Security taxes will not be withheld; student contractors are responsible for reporting income to authorities and paying all taxes.
