- SUBJECT: Y-CONSTRUCTION OF NEW COURTHOUSE IN EL PASO, TX POC Lisa B. Byrd, Contracting Officer, telephone # 817/978-2714; fax # 817/978-6152; e-mail address: lisa.byrd@gsa.gov DESC: NAICS CODE 236220 - Solicitation No. GS-07P-05-UHC-XXXX Provide all labor, materials and supervision required for the construction of the new Federal Courthouse in El Paso, TX. The performance period is 960 calendar days. The solicitation documents will be available on or about June 1, 2005. Proposals will be due on or about July 15, 2005. THIS IS A FULL AND OPEN PROCUREMENT. A road show will be held in the existing Courthouse at 511 E. San Antonio Avenue in El Paso, TX at 9:30a.m. (local time) on May 18, 2005. A road show will also be held in the Courthouse in Albuquerque, NM at 333 Lomas Blvd NW at 2:30p.m. (local time) on May 18, 2005. These road shows will provide information about the project for interested potential offerors. In addition, a Pre-Proposal conference will be held on or about June 22, 2005 for interested potential offerors. A time and location for this Conference will be advertised in a forthcoming FedBizOps announcement. The estimated cost range for the project is $50,000,000 to $53,000,000. The project will be procured using informal source selection procedures, which will result in a firm, fixed-price award to the Offeror who provides the best value to the Government, with both technical ability and price evaluated. The source selection technical evaluation factors are listed in the order of importance as follows: Experience and Past Performance of the Firm; Experience and Past Performance of Key Personnel and Management Approach. The successful offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman-owned businesses, veteran and disabled veteran-owned businesses, 8(a) small businesses and HUBZone small businesses to participate in the performance of this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. All responsible firms are invited to submit a proposal. The solicitation documents may be purchased from Thomas Reprographics at 817/336-0565. The cost of the CD's is approximately $60/set, plus shipping. The cost of the hard copy documents is approximately $1,000/set, plus shipping. (The cost is non-refundable.) Any one who wishes to purchase the solicitation documents must first complete and submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security form. This form will be available upon request. Thomas Reprographics will not release the documents until notification from the Contracting Officer the SBU form has been submitted. Solicitation provisions, required proposal forms, clauses and instructions to Offerors will be included with the project documents.
