Description

Under the authority of FAR 6.302-1, it is the Government?s intent to award a sole source contract for WestLaw On-Line Legal Research System services for the Deputy Associate Director, Center for Workforce Relations and Accountability Policy (CWRAP) located at 1900 E St. NW, Washington D.C. The service for up to 15 password holders includes Allfiles; Basic; Highlights; Images; Offline Auto Citation Checking; Online Citation Checking; Premium; Specialty; Standard Databases; Super Allfiles; Dow Jones; and Personnet. The services also include West synopses, head notes (including ?additional terms? to case synopses and head notes), Keycite, and West Key Number System. The period of performance is for a 12 month base period 15 May 2005 through 14 May 2006, and two12-month option periods. This is a follow-on contract. Use of another contractor will incur substantial duplication of cost to the Government that is not expected to be recovered through competition, and will delay the agency?s mission requirement. This notice is not a formal solicitation. This synopsis is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
