Description
The Defense Threat Reduction Agency (DTRA) intends to increase the ceiling of the On-Site Inspection Directorate (OS) Program Support Contract DTRA01-02-D-0064 with CSC Systems & Solutions, LLC, 6101 Stevenson Ave., Alexandria, VA 22304. This is an indefinite-delivery indefinite-quantity contract. The contract ordering period, which ends 28 Feb 08 with an additional six months to complete performance, will remain unchanged. It is necessary to increase the ceiling to accommodate an increase in current requirements, primarily the unanticipated increase in support for the International Counterproliferation (ICP) Program. The ICP Program provides training and equipment to border, customs and law enforcement personnel of participating countries to counter the threat of proliferation of weapons of mass destruction and related materials. Training requests and program events have significantly increased since 2001. The additional efforts for the ICP Program and for other OS programs are of the same type and nature currently being performed and are within the scope of the original contract statement of objectives. An increase in the contract ceiling will provide for continued critical support during the original contract period of performance. The Government has determined that a new competitive solicitation at this time would incur substantial duplication of costs during a lengthy transition period that would not be recovered through competition. The Government has also determined that a lengthy transition at this time would cause delivery delays and jeopardize program execution. This action will be executed in accordance with FAR 6.302-1. This notice of intent is not a request for competitive proposals. A competitive follow-on acquisition is planned in the future based on the current contract expiration date. Responses to this notice of intent to increase the current contract ceiling may be submitted within ten (10) days of publication of this notice; however, a determination by the Government not to compete this action at this time based upon responses to this notice is solely within the discretion of the Government.
