- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ-DCCA-050053 is being issued as a request for quotation (RFQ). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). National Science Foundation (NSF) is requesting a proposal for services as described in the attached Statement of Work (SOW) Attachment A. NSF intends to acquire these services by using your Commercial Off-The-Shelf (COTS) Systems Acquisition Management Services - Property Management System Contract within the terms and conditions of the contract. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on April 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed to help resolve any offerors non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
