Description
REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to issue a Purchase Order using Simplified Acquisition Procedures(incorporating the latest FAC, FAC 05-03) for the Repair of (7) each Fuel Pump, PN# 2060B06 NSN: 2915-14-471-1746 and (5) each Fuel Pump, PN#2060A12 NSN:2915-14-443-8040 and (2) each Re-Fueling Valve, PN#L94K31-252 NSN:4810-14-370-9270 and (1) each Check Valve PN#L84A19-606 NSN:4820-14-378-6905 and (5) each Generator Control Box PN#D22-022 NSN:6110-14-383-1419 . These items are Flight Critical to the mission of the USCG, and ACMS Tracked. Repair PN:2060B06 and 2060A12 IAW Attached Statements of Work (see below). Repair PN:L94K31-252 IAW CMM 28-20-12 Last Rev. Date Dec/15/1980. Repair PN:L84A19-606 IAW CMM28-10-16 Dated Sep/01/1979 No Revisions. Repair PN:D22-022 IAW CMM 24-35-03 Last Rev. Date Jan/15/1989 OEM for PN:2060B06 and 2060A12 is Cage Code F0532 Spart Services, France. The OEM for PN:L94K31-252 and PN:L84A19-606 is Cage Code F0422 Interteqnique, France.The OEM for PN:D22-022 is Cage Code F0296 Thales Avionics,France. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. The Statement of Work will be available as part of the Request For Quote (RFQ). Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-05-Q-100036, will be available for downloading from FedBizOps at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) jalassiter@arsc.uscg.mil (e-mail address). Contractors shall be able to download, print, and E-mail the RFQ from the FedBizOps website. The RFQ/solicitation will be available for download after the closing date (Due Date or Response Date shown above) with an anticipated award date of June/03/2005. This date is approximate and not exact. Contractors are encouraged to register and use FedBizOps and can call Jim Lassiter, Purchasing Agent at (252) 335-6143 for assistance. The North American Industry Classification Standard (NAICS) is 336413 and the size standard is 1000 employees to classify as a small business. This is TOTAL SMALL BUSINESS SET-ASIDE PROCUREMENT. All responsible sources may submit a quotation which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR (Central Contractors Registration). Quotes may be F.O.B. Origin or F.O.B. Destination(F.O.B. Destination is preferred) and will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. Desired delivery 60 days after receipt of material, required delivery date is 90 days after receipt of material. Packaging instructions will be specified in the RFQ/solicitation. STATEMENT OF WORK ELECTRIC FUEL PUMP PART NUMBER 2060A12 INSPECTION/REPAIR 24-APRIL-2003 CONTENTS: 1.0 INTRODUCTION 2.0 BACKGROUND 3.0 SCOPE 4.0 REQUIREMENTS 5.0 TECHNICAL DATA 6.0 QUALITY ASSURANCE PROVISIONS 7.0 MARKING, PACKAGING, AND PRESERVATION 1.0 INTRODUCTION: This Statement of Work defines the tasks for inspection and repair of electric fuel pump part number 2060A12. 2.0 BACKGROUND: The electric fuel pump is required for transferring aviation turbine fuel from the aircraft integral fuel tanks to the aircraft engine feeder tanks in the USCG HU-25 aircraft. Specified Time Between Inspections (TBI) for this pump is 2000 hours IAW 1U-25A-2 chapter 05. Typical failure of these pumps is due to worn bearings, electrical contact brushes, and/or damaged commutator assemblies. Past history shows that replacement of the bearings and brushes is necessary during any repair, regardless of brush or bearing condition, to ensure that the specified service life of the pump is attained. Failures of this pump will impact the safety and mission capabilities of all HU-25 missions. 3.0 SCOPE: This SOW establishes the requirements for the inspection and repair of the electric fuel pump PN 2060A12 The contractor shall provide all necessary labor, tooling, parts, materials, test equipment, and facilities to inspect and repair the pump to meet current functional performance and test specifications designated in the Component Maintenance Manual (CMM) 1U-25A-11, 28-10-17, Testing. 4.0 REQUIREMENTS: 4.1.1 Inspection: Inspection of the pump will be in compliance with 1U-25A-11 CMM, 28-10-17, Inspection, Testing, and Troubleshooting 4.1.2 Repair: Repair of the pump will be in compliance with 1U-25A-11 CMM, 28-10-17, Repair, with the exception that bearings and brushes must be replaced regardless of condition. 5.0 TECHNICAL DATA: 5.1 The contractor shall have access to all necessary maintenance, repair, and overhaul manuals, and performance/test/acceptance criteria to ensure that the pump is repaired and functioning IAW 1U-25A-11 CMM, 28-10-17. The U. S. Coast Guard does not own, nor can it provide the manuals, publications, OEM specifications, drawings, or service bulletins. 5.2 The contractor shall notify the Contracting Officer when changes are made to the OEM specifications or drawings applicable to the equipment being reworked. Such notification shall include the nature of the changes and details sufficient for the Coast Guard to evaluate the scope and possible impact of these changes. Prior approval to deviate from the CMM or OEM specifications must be obtained from the ARSC HU-25 Engineering division via the Contracting Officer. 6.0 QUALITY ASSURANCE PROVISIONS: 6.1 The contractor shall provide and maintain a quality system in compliance with ISO 9001 or 9002, ANSI/ASQC Q9001, Q9002 or a Quality System that is acceptable to the government. 6.2 The contractor shall provide a Certificate of Conformance with final inspection and acceptance as specified in the contract. 7.0 MARKING, PACKAGING, AND PRESERVATION: 7.1 The contractor shall preserve and package the pump IAW 1U-25-11 CMM, 28-10-17, Storage. 7.2 The contractor shall label the outside of the shipping/storage container with the Part number, National Stock Number, Serial Number, quantity, nomenclature, contract number, and line item number. 7.3 The internal packaging material must be sufficient to prevent damage during shipment, handling, and storage. Preservation protection must be sufficient to prevent corrosion, deterioration, or decay during warehouse storage for a period of not less than one year.
