Description

The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c) with University Research Glassware (URG) Corporation of Chapel Hill, North Carolina for one ICS-2000 System with Degas, Chromeleon 6.60 for ion chromatography measurements. This instrument is a central and essential component of the suite of mercury measurement instruments in operation at Mauna Loa Observatory that allow for the measurements of trace concentrations of mercury flowing from Asia and has been proven to be the most sensitive available for this requirement. This instrument will be identical to others used in a global mercury network that relies upon accurate, consistent and intercomparable measurements with the same instrument suites, operated in a same manner, to determine atmospheric mercury concentrations at very low concentrations. Since mercury in the atmosphere may soon be controlled, all mercury measurements in this network must be conducted with identical instruments in an identical manner by people trained in a similar manner. This notice is for information purposes only. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13.1.
