- The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS), National Geophysical Data Center (NGDC) proposes to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to the International Council for Science (ICSU), World Data Center (WDC) Panel for the exchange of scientific expertise in three areas: (1) The British Geological Survey and Geoforschungs Zentrum Postdam will work collaboratively through the World Data Center for Solid Earth Geophysics to develop methodology and algorithms to model Earth?s main and crustal magnetic fields. (2) The WDC at NGDC and the Center for Geophysical Data Studies (CGDS), Russian Academy of Science, will cooperatively address the extension of the Space Physics Interactive Data Resource (SPIDR) into a distributed network of synchronous databases and application servers designed to allow customers to intelligently access and manage historical space physics data for integration with virtual environment models and real-time space weather forecasts. (3) The WDC at NGDC and the University of Michigan will cooperatively run an updated version of the Assimilative Mapping of Ionospheric Electrodynamics (AMIE) and Global Ionosphere Thermosphere Model (GITM) which includes updated physics and data assimilation packages. The WDC Panel is the central international body in position to coordinate international data exchange projects between other WDCs and with other non-U.S. data gathering institutions. The Panel is able to produce enhanced international data and information exchange in ways that no other group can. This period of performance shall run through December 31, 2005. No solicitation is available. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest. Anticipated award date will be May 17, 2005.
