Description
The Agency for Healthcare Research and Quality (AHRQ), of the U.S. Department of Health and Human Services, is conducting a market survey to identify potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 541611 ($6 million) for Developing Evidence to Inform Decisions about Effectiveness: The DEcIDE Network. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The purpose of this contract is to create a collaborative research and practice-based network program that will assist AHRQ and other Federal Agencies with implementation of Section 1013 of the Medicare Modernization Act of 2003 (MMA). The objective of the DEcIDE network is to expeditiously develop valid scientific evidence and methodologies about the outcomes, comparative clinical effectiveness, and appropriateness of health care items and services for improving the quality, effectiveness, and efficiency of healthcare delivered through the Medicare, Medicaid, and SCHIP programs. The network will be comprised of academic, clinic, and practice-based organizations with access (or partners providing access) to electronic health information databases and the capacity to conduct timely research that meets the priorities and requests for evidence described in MMA Section 1013. More information about the MMA Section 1013 legislation can be found at http://www.medicare.gov/MedicareReform/108s1013.pdf. This statute may also be found in 42 USC 299b-7. Sources must have demonstrated experience as an organization in successfully conducting and managing large scale and complex research, evaluation, and/or development projects in the health care field. It is essential that the organization have the capability to organize and manage resources and personnel effectively, and to successfully undertake and complete highly technical and, potentially, controversial projects within stipulated performance periods. Sources must also possess, or be able to obtain (in-house or through subcontracting arrangements), the staff and other resources needed to expeditiously carry out the different types of activities listed above. The Project Director should hold an advanced clinical, technical or professional degree, at the M.D., Ph.D., or Masters level, with a minimum of 10 years experience in analyzing biomedical, social sciences, behavioral, medical effectiveness, epidemiological or outcomes data, or similar scientific literature, research findings and data. The Project Director should have significant experience related to development of clinical practice guidelines, medical review criteria, quality measures or indicators, or patient safety and other performance measures; biomedical or social sciences literature reviews and syntheses; meta-analysis; cost-effectiveness analysis; and/or experience in working with professional societies and healthcare delivery systems, such as hospitals and health plans. The Project Director should also have corporate level management experience that reflects an ability to command organizational resources and direct staff within the broader organization. The Project Manager, if used, should hold an advanced degree, at the M.D., Ph.D., or Master level, with a minimum of 5 years experience in analyzing biomedical, social sciences, medical effectiveness, epidemiological data, or similar scientific literature, research findings and data. Capability statements must be tailored to this request and identify the source?s capabilities to complete this requirement, including information on key staff experience and education, and a description of corporate experience with similar projects. Capability statements must be submitted in an original and three copies. Emailed copies of capability statements will not be accepted.
