- NAICS Code: 541990. In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to the University of California at San Francisco (UCSF) in the amount of $80,000.00. The order will be for professional services to review the current system of adverse drug reaction reporting (ADR) in Uganda and to establish and evaluate a system of pharmacovigilance for antimalarial in Uganda. CDC believes that UCSF is the only vendor qualified to provide these services because of their uniquely trained staff, experience, and established relationships with the appropriate agencies and authorities in Uganda. Interested parties who feel that that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating their qualifications, experience, established infrastructure and ability to perform the requirements. Please note that this work will be performed in collaboration with the Ugandan MOH/National Malaria Control Program (NMCP). It will require the acceptance by both the NMCP and the Uganda?s National Drug Authority. The vendor will provide the technical expertise, labor, and materials to conduct the evaluation. The vendor is required to have an established working relationship with the MOH and National Drug Authority (NDA), experience working in Uganda, experience in the reporting of adverse drug reactions (ADRs) to antimalarials, and the in-country infrastructure in order to perform research studies in Uganda. The vendor must also have a solid reputation in the malaria scientific community so that the results are accepted by the NMCP in Uganda. The vendor must therefore have experience conducting field studies and evaluations in Uganda specifically on the monitoring of adverse events associated with antimalarial drugs. The vendor must also have an established linkage/relationship with the MOH/NMCP and NDA such that the implementation of this evaluation and its findings will be useful for policy and program planning in Uganda. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
