Description
Background: The Clinical Center is a clinical research hospital providing all medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive IT solutions. Purpose: The purpose of this contract is to engage the services of a contract consultant to assist the departments of Anesthesiology & Surgical Services (DASS) and Clinical Research Informatics (DCRI) with CPOE, the development of ADT/Scheduling process flows and the organization and redesign of the Operating Room supply inventories. Scope of Work: The contractor will be required to assist DCRI AND DASS in the following areas related to the NIH Clinical Research Information System: ? CPOE monitoring, research, and reporting ? Transition planning ? Surgical inventory management Contract Tasks to be Performed: The contractor, working closely with the POIS and ADT/Scheduling Senior Project Mangers are required to perform the following tasks: CPOE/ADT/Scheduling ? Participate with the CC Orders Management Subcommittee of the CQC ? Develop process flow documentation of the current processes for registration, admissions, and scheduling of clinic appointments ? Develop requirements for enterprise scheduling ? Develop requirements for centralized registration ? Develop procurement documents for acquisition of new systems for admissions, registration and enterprise scheduling ? Develop work process diagrams for NIH ADT and Scheduling processes ? Provide documentation from interviews and meetings ? Participate in team meetings, vendor demonstrations and other system selection activities ? Develop high level implementation plans for system transitions. Inventory Management: ? Identify all DASS inventory sources for OR supplies and equipment ? Identify all DASS procurement processes for OR supplies and equipment and management of those resources in the OR ? Develop a plan for standardization and categorization of inventory items ? Develop plan for and facilitate the DASS User Group to organize and label inventory storage locations using current dept locator books and MMD files ? Develop plan for and facilitate the DASS User Group to develop excel spreadsheets with all necessary data points for uploading in the SIS surgical item master tables and provide that link to the DASS surgeon preference cards. Requirements to provide these services include: ? Experience with the federal government acquisitions process . Experience preparing procurement documents for the acquisition of information systems ? Experience in requirements gathering, system selection and implementation planning of healthcare clinical information systems ? Experience with documenting work flow processes ? Experience developing test demonstration scripts ? Knowledge of the healthcare information system industry, vendors, and application solutions ? Experience with preparing for the Computerization of OR Management Systems ? Understanding of work flow processes related to inventory management in Computerized OR Management Systems that includes but is not limited to hospital inventory sources, inventory storage and location patterns, standardized inventory taxonomy, scheduling equipment resources, OR supply management, OR procurement and consignment processes, Computerized Materials Management Systems, OR supply chain management, surgeon preference cards and OR case pick lists. Funding Structure: Purchase order will be fully funded on award of contract subject to funds availability. Program Management and Control Requirements: The contractor will meet initially with the project managers to establish a timeline for the completion of the proposed tasks. Reporting Requirements: The contractor will provide written progress reports on a monthly basis and will document all ADT/CPOE/Inventory Management related consultation. Government Furnished Equipment (GFE) Government Furnished Information: The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software and network services. Security: Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirement. Evaluation Criteria: The evaluation criteria below are listed in the order of relative importance with weights assigned for evaluation purposes. Experience as it relates to the Federal Government acquistition process; Experience preparing procurement documents for the acquistition of information systems; Experience in requirements gathering, system selection and implementation planning of healthcare clinical information systems; Experience with documenting work flow process; Experience developing test demonstrations scripts; Knowledge of the healthcare information system industry, vendors, and application solutions; Experience with preparing for the computerization of OR Management Systems; Understanding of workflow processes relatated to inventory management in Computerirzed OR Management Systems that includes, but is not limited to hospital inventory sources, inventory storage and location patterns, standardized inventory taxononmy, scheduling equipment resources, OR supply management, OR procurement and consignemnt processes, Computerized Materials Systems, OR supply chain management, surgeon prefrence cards and OR pick lists.
