Description
REFER TO COMBINED SOLICITATION DTFH68-05-R-00008, POSTED APRIL 22, 2005, FOR ORIGINAL RESPONSE DATE, TIME, & LOCATION. The Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates awarding one Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Architect-Engineer (A/E) services. The contract will be for survey, mapping, right-of-way, and utility services to be performed in, but not limited to, Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. The work will be primarily for surveys of highway route segments necessary in support of engineering, design, and development of future construction improvement projects. This work will be associated with Federally funded road projects accommodating the needs of various Federal and local agencies such as, but not limited to, the National Park Services, the U.S. Forest Services, the U.S. Fish and Wildlife Services, State DOTs and counties. This procurement is being solicited on an unrestricted basis to A/E firms licensed and registered within one or more of the aforementioned states served by CFLHD. Professional documents produced under each contract will require a Registered Land Surveyor license relative to the state in which the project work is located. The selected firm must be able to cover requirements in all 14 states listed above, either as the prime or through subconsultants. The contract will consist of 1 base year and options to extend the contract for 4 additional 1-year periods. The guaranteed contract minimum shall not be less than $25,000, with a maximum not-to-exceed 5-year total of $5,000,000. The contract will operate with individually negotiated task orders. Statements of work and CFLHD policies and directives shall direct all task orders. CFLHD uses both International System of Units (Metric) and U.S. Customary Units (English). Submit files conforming to FHWA?s ?Specifications for Computer file Compatibility and Computer File Exchange.? Work must be performed and delivered utilizing the following programs and formats: GEOPAK and MicroStation mapping platforms and the current version of Microsoft Office (work processing, spreadsheets, database, etc). Scope of task orders may include, but are not limited to: (A) Various types of surveys, including preliminary route surveys; control traverses; topographic; planimetric; hydrological; cadastral; GPS control; subsurface utility research; aerial and ground control for mapping and construction; (B) Various types of mapping for survey, utility, and right-of-way activities. (C) Various types of right-of-way activities, including boundary delineation based on reconciling field evidence to title information; preparation of right-of-way plans, descriptions, and plats; (D) Development of utility plans and utility relocation agreements; and (E) Labor services to supplement an existing CFLHD survey crew. The survey crewmember shall be capable of filling any position associated with the aforementioned types of surveys. The following evaluation criteria, in descending order of importance, shall be used in the evaluation of prospective firms: (1) Specialized experience and technical competence (either as a firm or through experience of the individuals anticipated to work on the contract) in highway surveys, boundary line and right-of-way determination, mapping in rural areas, including federally owned land and privately owned properties near and abutting federally owned lands, as demonstrated by relevant examples of work similar in nature and magnitude. Firms must also possess experience and technical competence in preparation of right-of-way and utility plans, utility relocation agreements, legal descriptions and highway easement deeds, and familiarity with right-of-way acquisition procedures. (2) Professional qualifications of the firm, staff, and subconsultants identified to work on the contract. Qualification statements should clearly identify the qualifications of the individuals anticipated to work on the contract in highway survey, right-of-way, and utilities. Qualification statements of the individuals should also include educational background, knowledge, experience, and valid professional registrations in at least one of the 14 states served by CFLHD. (3) Quality Assurance/Quality Control program that shows project-specific applications of a project management led organization structure, approach, and philosophy that successfully executes QA/QC processes, procedures, and techniques within the firm as well as its subconsultants, with agency QA oversight. (4) Past performance on contracts with Federal agencies and private industry relating to managerial approach to project delivery, including general project plan, cost control, philosophy for coordination and communication, and capacity to accomplish a flexible program workload in required timeframes on concurrent task orders issued under the IDIQ. (List, but do not submit, recent awards, commendations, or other superior performance indicators.) (5) Proximity of the firm?s facilities to CFLHD Lakewood, Colorado, office and the ability to deliver projects in the CFLHD 14-state area. Identify office location(s) for A/E and subconsultants and distribution of capabilities, services, and resources within each facility location. The North American Industry Classification System (NAICS) code for this acquisition is 541370; the small business size standard is $4 million. Subcontracting plans will be required for large businesses in accordance with FAR 19.7. The subcontracting plan must show the firms intended use of small business, HUBZone, small disadvantaged, veteran-owned, service-disabled veteran-owned, and women-owned small business concerns. Subcontracting Plans are not required with submission of SF330s. Firms desiring consideration must submit five sets of documents containing copies of completed SF 330. Bind each set with front and back covers. The front cover will show the submitting firm?s name and address, the solicitation number, closure date of the solicitation, and any other pertinent information. Section H may include a synopsis of letters of recommendation and special awards, including subject matter and point of contact; and a list of examples of past performance relevant to quality, cost control, and timeliness on projects similar to CFLHD work. Item I must be signed, dated, and submitted with your SF 330 representing that the foregoing information is a statement of facts. SF 330 submittal must include Part II, General Qualifications. Firms are encouraged not to duplicate the information submitted and to print double sided when appropriate. Submit data that the firm considers adequately demonstrates experience and qualifications to perform the required work. Questions relating to this synopsis must be submitted in writing or by fax to the Point of Contact listed below. Telephone questions or comments will not be accepted. Only responses received in this office no later than 3:30 p.m. MDT, Lakewood, Colorado, May 24, 2005, will be considered. Electronic or fax submittal will not be accepted. No other general notification to firms will be made and no further action is required. This is not a request for proposal. No solicitation package is available. Short-listed A/E firms and their proposed subconsultants will be expected to travel to Lakewood, Colorado, for oral presentations during the approximate time frame of July 11-13, 2005.
