Description

FBO - Synopsis for iSilo Software Licenses Need: The Department of Veteran Affairs Central Office (VACO) has a need to procure iSilo Palm OS (PDA) and iSilo Pocket PC (Pocket PC) reader (rebranded) software licenses and update licenses. Reasoning: There are PDA-downloadable versions of the clinical guideline summaries and pocket guides for assisting Field-based clinicians. Hard-copies of the pocket guides and summaries are too bulky for the clinicians to carry around so versions of those documents loaded on their PDAs would be instantly accessible and convenient. The intent of these PDA files are for utilization of clinical professionals on individual PDA and Pocket PC hand-held instruments, while performing routine medical health care, during assessment and evaluation phases of patient care at patient bedside, in examining and treatment rooms and in theater of operations (in the field). The purpose of the rebranding of the software is to enable VA and DOD clinicians to read the clinical practice guideline tools with the intended navigation functionality built into the program text files. The purpose of the upgrade licenses is to ensure that VA and DOD can upgrade their software or equipment as needed. Intent: VACO intends to negotiate on a sole source basis with DC & Co. of Irvine, CA for four (4) software license agreements. DC & Co. is the proprietary provider of this software and the only know company that can meet the needs of the VA. This is a simplified acquisition with an estimated value of less than $100,000.00. This procurement is under the authority of FAR 6.302-1, 11.104-4 and 11.104-5.
