Description
This is an amendment 2 to announcement W911RZMEDEVAC published on 28 February 2005 for dedicated MEDEVAC services at Fort Carson Colorado. The Army Contracting Agency (ACA) - Fort Carson Colorado is contemplating issuing a request for proposal (RFP) for two separate services as follows: 1) Part-time dedicated MEDEVAC Service to be activated on a case-by-case as, needed basis for high intensity / high risk training. Service will support high intensity / high risk training at Fort Carson, the Pinon Canyon Maneuver Site, the Eastern and Wes tern Helicopter Training Areas, and the Special Forces High Altitude Training Areas during multiple specific high risk training events throughout the year. The contractor shall provide dedicated MEDEVAC service to be on standby in close proximity of the s pecific exercise event to be coordinated with the contractor and Fort Carson officials not later than 30 days prior to the start date of the event. Dedicated support timeframes could last anywhere from 4 days of training up to or in excess of 45 days per event. Part-time dedicated aircraft shall have multiple litter capacity, multiple medical and support personnel capacity, in addition to the pilot and have the added capability of providing hoist support. 2) 24/7 on-call fee for service MEDEVAC service. Aircraft and aircrews shall possess the capability to meet the following standards: Cloud Ceiling: Day time minimum operating ceiling of 500 feet, night time minimum operating ceiling of 700 feet mean sea level (MSL) in accordance with Federal Aviation Re gulation (HBAT 95-05), Visibility: 1 mile day time and 2 miles night time, Maximum Wind Speeds: Up to and including 40 knots, Maximum Altitude: Contractor aircraft capability shall possess the capability of operating at altitudes up to and including 11,9 99 MSL. Response Times: The contractor shall be airborne and en route to any accident site within 12 minutes of notifications. Communications and Navigational Requirements: The contractor shall possess the capability to reliably communicate in the foll owing frequency spectrums: FM 30.30-43.70 MHz, VHF 125.5-141.5 MHz, UHF 229.4-337.5 MHz. Contractor must be able to fly and land accurately to 8 digit Military Grid Reference System (MGRS) coordinates located at various unimproved landing site through ou t the operational area. The contractor shall have the capacity to train, certify, and fly under Night Vision Goggles (NVGs) to allow reliable flight and landing to unimproved field sites in hours of darkness. No final commitment has been made to procure the stated requirement and this request for information should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The ACA-Fort Carson is interested in obtaining responses to this Sources Sought Notice from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, ACA-Fort Carson will accept the requested information in whatever format it is provided. All information provided will become property of the U. S. A rmy and will not be returned. Responses are requested by not later than 3 April 2005; however information will continue to be accepted after that date.
