Description
The Light Utility Helicopter, operating as a Federal Aviation Administration (FAA) certified rotorcraft, shall provide for occupant protection in a crash through designs that protect aircraft crew and passengers. The Army requests information on ind ustrys ability to meet the design standards for crashworthiness and crew survivability as defined by the Federal Aviation Regulations (FAR) Part 27 or Part 29, Sections 561, 562, and 785 as of December 13, 1989 as described below. The Army seeks informat ion on whether or not rotorcraft currently in production and commercially available meet the FAA design standards listed. In addition, for those aircraft that do not meet one or more of these sections, the Army seeks to understand to what level of crashworthiness the aircraft is certified. If the aircraft does not meet one or more of these sections provide information on the design standard they currently do meet as well as the costs and schedule associated with obtaining FAA certification for all sections listed below. For Normal Category Rotorcraft: 1. FAR, Part 27, Section 27.561, General, as Amended by Amendment 27-25, effective December 1989. 2. FAR, Part 27, Section 27.562, Emergency landing dynamic conditions, as Amended by Amendment 27-25, effective December 1989. 3. FAR, Part 27, Section 27.785, Seats, berths, [litters,] safety belts, and harnesses, as Amended by Amendment 27-25, effective December 1989. For Transport Category Rotorcraft: 1. FAR, Part 29, Section 29.561, General, as Amended by Amendment 29-29, effective December 1989. 2. FAR, Part 29, Section 29.562, Emergency landing dynamic conditions, as Amended by Amendment 29-29, effective December 1989. 3. FAR, Part 29, Section 29.785, Seats, berths, [litters,] safety belts, and harnesses, as Amended by Amendment 29-29, effective December 1989. Responses to this Request for Information may be used in the Governments consideration of the appropriate Acquisition Strategy for the LUH. Responses to this RFI should be submitted to the contracting officer, Ms. Bridgett Helem in writing at the address set forth above or by e-mail to bridgett.helem@redstone.army.mil no later than May 24, 2005. This notice is not a request for proposals. Th e Government will not award a contract on the basis of this notice, or otherwise pay for information requested by it. Proprietary information should be clearly marked with authorized FAR/DFARS legends. The requested information is for planning and market research purposes only and is not intended to be publicly released unless authorized.
