Description

The synopsis (W15P7T-05-R-C041) posted on 28 April 2005 was posted in error. This synopsis (W15P7T-05-R-C041) replaces and overrides all other previous actions. The Unites States Army Communications Electronics Life Cycle Management Command (C-E LCMC) intends to solicit and award a sole source three year Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity type contract in accordance with FAR 6.302-1, Only O ne Responsible Source, for the acquisition of up to 54,000 BTA-70581, Combat Survivor Evader Locater (CSEL) rechargeable batteries and 5,000 BTA-70581-1 charger adapters with Bren-Tronics Inc. Bren-Tronics is the only source that has designed, and is prod ucing, a complete integrated charging system for the CSEL system, and, therefore, it is the only known source with the capability to meet the Governments requirement. The Government does not possess detailed technical data, to include charge adapter pin readouts, special pin read outs and locations on the CSEL rechargeable batteries and charge adapter. The required BT-70581 rechargeable battery and BTA-70581-1 charge adapter are used in support of the CSEL system being used in support of Operations Enduring Freedom/Iraqi Freedom (OEF/OIF). The CSEL system consists of an AN/PRQ-7 Hand-Held Radio Set, pla nning computer, and radio set adapter. The US Army C-E CLMC has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from C-E CL MC to industry. All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the IBOP at htts://abop.monmouth.army.mil. All responsible sources may submit a proposal, which shall be considered by the agency. The response date specified in the Solicitation shall override the response date specified in this Pre-Solicitation Notice. See Numbered Note 22.
