Description
This announcement is for the purpose of performing a Market Survey of construction firms or Joint Ventures interested in the below-described project. It is the Governments intent to make multiple contract awards under a single solicitation. This so licitation will result in a multiple award task order contract entered into in accordance with FAR 16.504c. For each of up to three awardees under the multiple award contract, there is a monetary ceiling threshold of $30 million each base year and $30 mill ion each of four option years. PROJECT SCOPE: The types of work to be issued as separate task orders will include but not limited to construction, reconstruction, renovation, restoration, incidental or limited design associated with those types of activi ties, and other presently unforeseeable requirements that may arise. These multiple contracts will also enable the issuance of performance based or design-build types of task orders. The design build and/or construction related services to be acquired will be located in Kuwait. Contractors must be registered to do work in Kuwait. The contractor shall comply with host country prescribed laws, policies and procedures for performance of services. This can be accomplished via use of Joint Venture. CONTRACT P ROCEDURES: The construction contract will follow the tentative milestone schedule which is (1) Issue RFP 1 Jun 05, (2) Receive proposals 1 Jul 05, (3) Award contracts 28 Jul 05. A Best Value Tradeoff Process contracting method will be used to evaluate prop osals. The evaluation will include both Non-Price factors. Under the Non-Pricing Evaluation Factors, the Government will consider the following three evaluation factors: Management and Technical Capabilities, Experience, and Past Performance. All work und er this solicitation will be performed in Kuwait. The Non-Pricing Evaluation Factors will focus on capabilities, experience and past performance for simultaneously accomplishing multiple task orders for a wide range of scopes and project complexities with minimal performance periods and for having accomplished the work as the primary contractor in Kuwait. As a group, the Non-Pricing Evaluation Factors will be more important than the Pricing factor in determining the best value offeror. The Request for Prop osal will contain complete evaluation criteria. Type of contract shall be a Firm Fixed Price Indefinite-Delivery, Indefinite-Quantity Construction Contract with multiple awards in accordance with FAR 16.504.
