SOLICITATION NUMBER: W91238-05-R-0024 PROJECT TITLE: Napa River/Napa Creek Flood Protection Project, Contract 2, West (Hatt Building to First Street) LOCATION: Napa, Napa County, California. ISSUE DATE: May 20, 2005 CLOSING DATE: June 28, 2005 PRICE RANGE: $10,000,000 - $25,000,000 MEDIA: Web CONTRACTING POC: Rachel Rosas Phone: (916)557-7716 ALTERNATE POC: Shirley Martin Phone: (916)557-6902 JOB DESCRIPTION: Work consists of the construction of 2,700 linear feet of retaining/floodwalls in downtown Napa, California, including construction of aesthetic features to blend this portion of the project into other redevelopment work that is occurring in downtown Napa. Work includes excavation of 16,000 cubic yards of materi al in the tidal zone to create a marsh terrace. Work will be in extremely confined spaces immediately adjacent to existing structures, some of which are historic. Work will require experience in construction in close quarters in an urban environment. Ex perience in minimization of vibration and noise will be important. Construction of the floodwalls will incorporate deep drilled, cast-in-place pile foundations and experience with this type of work is required. This construction is along the bank of the Napa River and some of the work will occur in water and will require experience in the construction and maintenance of coffer dams and/or in water work platforms and specialized equipment such as barges, vibratory hammers, drill rigs, and cranes. This pro curement is Unrestricted. All responsible contractors may submit a proposal. The Estimated Price Range for this project is between $10,000,000 and $25,000,000. The NAICS code for this project is 237990 and the size standard is $28.5 Million. Large Busi nesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: Small Business: 50.9%, Small D isadvantaged Business: 8.8%, Women-Owned Small Business: 7.2%, HUBZone Small Business: 2.9%, and Service-Disabled Veteran-Owned Small Business: 0.5%. The acquisition method is negotiated procurement. Both a price and technical proposal will be required. The Government will select the offer that represents the best value to the Government by using the tradeoff process which permits tradeoff between price and technical factors. The award decision will be based on a comparative assessment of proposals agai nst all source selection criteria in the solicitation. The resultant contract will be a firm, fixed-price construction contract.
