Description
This is a synopsis for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Walter Reed Army Institute of Research (WRAIR), Department of Facilities, Building 172A, Technical Support Branch (TSB), located at Forest Glenn Annex, Silver Spring, Maryland 20910 has a requirement for Project Manager support services. SCOPE of WORK : The Project Manager shall: 1.1. Develop and Manage all projects assigned by the Contracting Officers Representative (COR) from inception, through design, to completion and closeout. Projects will be of varying scope and complexity. 1.2. Independently apply technical knowledge to all multi-disciplined projects assigned by the COR for the main research building and four other WRAIR buildings. 1.3. Manage mechanical, electrical, structural and construction/renovation projects from design to completion. 1.4. Develop scopes of work, design specifications, and cost estimates. 1.5. Coordinate and review drawings and specifications for projects of varying ranges of complexity. 1.6. Work with The Corps of Engineers, Contracting offices, outside contractors and DPW personnel on projects involving all engineering disciplines. 1.7. Review and compare contractor designs and proposals to ensure they are consistent with the project scope and design. 1.8. Manage and maintain project and funding documentation in the Defense Medical Logistics Standard Support (DMLSS) Computerized Maintenance Management System (CMMS). 1.9. Integrate project specifications and drawings requisites to and with the DMLSS capacity to retain and replicate designs and blueprints. 1.10. Perform significant technical writing and review. 1.11. Write, review, and analyze operations and maintenance contract requirements. 1.12. Develop evaluation and measurement criteria for technical elements of contracts. 1.13. Develop standard processes for operations and maintenance performance and delineate acceptable requirements, responsibilities, and quality assurance within the Facility Management activity. 1.14. Develop special projects, project management, and standard processes and identify issues and resolutions. 3.0 GENERAL EXPERIENCE: The Contractor shall have a minimum of five (5) total years experience in mechanical, electrical, and structural engineering. The Contractor shall have experience in the HVAC, electrical distribution (Utility), and structural (conc rete, wood, or steel) industries and a good working knowledge of computer applications. The Contractor shall work independently and/or under general directions. Candidate must be able to obtain access to government-controlled facilities. 4.0 EDUCATION: At a minimum the Contractor shall have a Bachelors degree with at least a total of five years (5) experience in HVAC, mechanical, electrical, and structural engineering disciplines. 5.0 CONTRACTING OFFICER'S REPRESENTATIVE (COR): 5.1 Mr. Lloyd A. Site safety shall be in accordance with the primary contract and the approved site safety and health plan as modified by th e project adapted site safety and health plan. 7.0 DOCUMENT SCHEDULE: 7.1 Activities (Deliverables): A quality control plan and final submittals shall be completed no later than 14 days after receipt of this Contract. 8.0 SUBMITTAL LIST: 8.1.
