Description
MIDSHIPMEN VESSEL LAUNCH SERVICE 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 2. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N62383-05-R- 6001 is being issued as a Request for Proposal (RFP). 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. 4. This procurement is 100% set-aside for Small Business. The NAIC is 483212 and the small business size standard is 500 employees. 5. The contractor will provide motor launch service to transport up to 45 Navy personnel between San Diego harbor, San Clemente Island and return. Contractor shall provide proposed hourly rate for each day of launch and transport service. Trips will originate from a Navy controlled pier at Naval Air Station North Island (NASNI), San Diego, California to Wilson Cove, San Clemente Island, California. While operating in the vicinity of Wilson Cove, San Clemente Island, the commercial launch will conduct shore-to-submarine and submarine-to-shore transfer of up to 45 Navy personnel to/from a Navy pier (shore) to/from a Navy submarine. The commercial launch will have enclosed accommodations to shelter up to 45 passengers from wind, rain, and elements of the sea. The recommended maximum draft of the launch should not exceed 8 feet. The launch is required to have on board a gangway of not less than 22 feet for the purpose of safely transferring personnel between the launch and submarine. The contractor will use only properly outfitted, USCG inspected and licensed equipment with fully qualified USCG licensed crews. 6. Service will be provided on a daily basis (Monday through Friday) during the period of performance consisting of one (1) round trip per day from North Island to San Clemente Island and return. Service will commence shore side each day not earlier than 0600 hours in accordance with a detailed schedule to be provided after award. Of the 45 Navy personnel, 5-7 personnel will remain with the launch during the daily service for security duties (with small arms weapons). Up to 38 personnel will be transported either to San Clemente Island from NASNI, or from San Clemente Island to NASNI, San Diego. 7. Round trip launch service shall be provided four or five days per week, Monday through Friday, at the direction of the Contracting Officer, on the following dates: 30 May 2005 through 03 June 2005, 06 June 2005 through 10 June 2005, 13 June 2005 through 17 June 2005, 11 July 2005 through 15 July 2005, 18 July 2005 through 22 July 2005, 25 July 2005 through 29 July 2005, 01 August 2005 through 05 August 2005. The contractor shall receive at least three calendar days advanced notice whenever service is not required for any day. The Government will require a minimum of 28 days, and a maximum of 35 days, of round trip service. 8. The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer is technically acceptable and lowest priced. FAR Clause 52-212-1, Instructions to Offerors - Commercial applies to this acquisition and any addenda to the provision. FAR Clause 52-212-2 Evaluation Commercial Items is applicable. The following evaluations factors shall be addressed: a) Past Experience - Discuss relevant experience as a prime contractor in providing launch services as described per Statement of Work. b) Ability to Perform the Work - Discuss the approach for performing the work and accomplishing the launch service requirements. Describe in detail equipment/launch vehicles and current technical competence of proposed operators. The price to the Government will be evaluated to determine cost realism and reasonableness of proposed price. Offerors shall include with its offer a completed copy of the Provision at FAR 52.212-3. FAR Clause 52.212-4 Contract Terms and Conditions ? Commercial Items applies to this acquisition and any addenda to the clause. Commercial Items applies to this acquisition and any of the additional FAR Clauses cited in the clause are applicable to this acquisition. Government Credit Purchase Card (GCPC) will not be used as a payment method for this contract, invoice instructions for submissions shall be specified in the contract award document.
