- Naval Air Systems Command (NAVAIR) intends to award a sole source contract to the McDonnell Douglas Corporation a Wholly Owned Subsidiary of The Boeing Company, P.O. Box 516, St. Louis, MO,63166-0516 for Engineering Services to continue efforts in support of maturing the Advanced Targeting Forward-Looking Infrared (ATFLIR) EMD and LRIP systems to incorporate full specification compliant functionality. The procurement will be accomplished via a modification to an existing basic ordering agreement. The McDonnell Douglas Corporation is the sole designer, developer, and manufacturer of the EMD and LRIP ATFLIR systems. As such, the McDonnell Douglas Corporation is the only known source possessing the requisite knowledge, experience, facilities, test equipment, and technical data required to provide these services to the ATFLIR EMD and LRIP units without unacceptable delays in meeting the Navy?s operational requirements.
