Description
This Pre-solicitation is for a Wireless Communications Suite (WCS). The WCS is an integrated cellular-based network mainly consisting of an enhanced PDA (Personal Digital Assistant)/cell phone and a miniature GSM (Global Standard for Mobility) cellular base station providing highly mobile and secure communications. The contractor is to provide the GSM base station and use a COTS GSM PDA as the primary communications device for voice and data services. The system must also be able to support any standard COTS (Commercial Off The Shelf) multi-band GSM cell phone for applications only requiring unsecured voice for communication. Carrier agreements shall be arranged to allow tactical users of the WCS to access commercial networks when necessary. To make the system more secure, the contractor is to take several measures. First, the contractor must implement security on the phone/PDA to provide protection for local data at rest. Second, the contractor must provide a sled that uses the CAC (Common Access Card) that is issued to government personnel for user verification. A standard WCS system configuration is to consist of one miniature and portable GSM base station, one laptop or similar device for miniature base station control, antennas, supporting cables, amplifiers, power supplies/battery packs, and 10 GSM PDA/cell phones with CAC enabled sleds. The base station and PDA/cell phone must meet or exceed all GSM standards that are in place. This setup must weigh 75 pounds or less and fit within a hardened flyaway case that has dimensions of 2.5 x 1.5 x 2 feet (L x W x H) or less. SPAWAR Systems Center Charleston intends to issue a full and open competitive solicitation. A Commercial Firm Fixed Price IDIQ Contract in accordance with FAR Part 12 is anticipated with a base period of one year with two, one-year option periods. All responsible sources are invited to submit a proposal which will be considered. The requirements set forth in FAR Part 19 for small business participation will apply to this procurement. The applicable NAICS Code is 517212 with a size standard of 1,500 employees.
