Description
The United States Environmental Protection Agency's (EPA) Region 9 Contracting Office intends to issue a solicitation to provide technical support services for EPA Region 9 (which consists of California, Nevada, Arizona, Hawaii, Guam, American Samoa and Tribal Land) for emergency response, removal, site assessment, training, data management and related technical and administrative services. This project is referred to as the Superfund Technical Assessment and Response Team ? START 3. These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (also known as CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statues. The contractor shall provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants, that pose an actual or potential threat to human health and welfare, or to the environment. The Government?s intent to award two performance-based, Fixed-Rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) contracts for START 3, one (1) contract will be unrestricted for full and open competition and the other contract will be a set-aside. Region 9 Contracting Office intends to issue two (2) separate solicitations and two (2) separate procurement actions. This announcement pertains to the full and open competition action. The second procurement action for the set-aside will be issued at different time, and a separate announcement for the set-aside will be posted in the fedbizopps.gov and EPA?s web site. It is anticipated that the set-aside will posted in approximately two (2) months. The contract resulting from this announcement will have a two (2) year (24 month) base period; two (2), one (1) year (12 month) option years; and one (1), one (1) year (12 month) award term, for a possible total period of performance of five (5) years. The estimated value of this contract is expected to $35,000,000 for the five (5) year period of performance. Request for Proposal (RFP), PR-R9-05-10058 is anticipated to be released on June 1, 2005. Only the unrestricted, full and open contract will be awarded from this RFP. The purpose of this notice is to notify potential offerors of EPA's forthcoming requirement. This notice, the RFP and other information related to this procurement will also be posted on the EPA's Office of Acquisition Management website, at the following address: http://www.epa.gov/oam/index.htm. Interested parties can access procurement information by selecting the "Business Opportunities with EPA " link. After selecting this link search under the "Solicitations and Amendments" heading and select the link for ?EPA Regional Procurement Offices?. All information related to this procurement will be available at this link through the date of contract award. The anticipated award for this contract is on or around November 1, 2005. Contract award will be made on a best value basis. Regardless of the competitive nature of award, the contract awarded must be technically acceptable and meet cost reasonableness standards.
