Description
DoDDS-P requires school bus security attendant services to oversee the security and further the safety of U.S. dependent children when they make their daily commute to and from school on contracted buses in the DoDDS-P operations area. It requires task-qualified, professionally trained security attendants who accompany and supervise children when they board, ride and exit from the school bus. Focus is primarily on the exterior environment of the bus routes and stops to detect and report indicators of surveillance, or suspicious, unusual, or apparent criminal activities directed at the bus and its occupants. The services also include assisting bus drivers in conducting pre-run visual inspections of buses for indicators of tampering or presence of explosive devices, responding to emergencies, for example, by directing the driver to divert from the route to fire/rescue, medical, or police assistance, or to a safe haven, or by activating a duress alarm signal on the bus; and promote on board student safety by correcting on-the-spot acts or behavior by students that are unsafe or that interfere with safe operation of the bus. BSAP's companion initiative is the separately contracted Automated Vehicle Locator (AVL) program with installed Global Positioning System equipment on DoDDS-P school buses, affording both position tracking and duress alarm signaling capabilities. Security services include operating AVL's duress alarm and assisting DoDDS-P Student Transportation Office (STO) personnel in monitoring AVL base stations for duress alarm signals. DoDDS-Pacific's Bus Security Attendant Program (BSAP) responds to the fact that U.S. dependent children require increased security and safety measures when they ride school buses in DoDDS-P's overseas environment. Terrorism is the first concern, along with crime, emergencies (e.g., civil unrest/disorder) and overall student safety due to the overseas operations environment. BSAP establishes a common baseline of pro-active threat awareness, detection and deterrence, emergency response and safety support.
