Description
This is a combined synopsis and solicitation for the following commercial items, The 30th Space Wing, Vandenberg AFB is soliciting offers to refinish the basketball court and (2) racquetball courts. The basketball court is approximately 10,126 square feet and the 2 Racquetball Courts are approximately 840 square feet each. Contractor to furnish all labor, tools, parts, materials, transportation and supervision necessary to provide: The renovation, repair and refinishing of the Vandenberg AFB, Fitness Center Basketball Court floor area and Racquetball courts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issue. The solicitation number FA4610-05-T-0007 and will be issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and DFARS Change Notice 20040625. The SIC code is 1541 and the size standard is $28,500,000. The NAICS is 236220. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. The contractor will sand all wood surface 10,126 sq ft for the basketball court and 1,680 sq ft for each of the racquetball courts, replace/repair all broken boards. Replace/repair all Volleyball net holders. Contractor will dispose of all waste from sanding of floor. Contractor will apply one seal coat on floor after appropriate drying time the contractor will then apply two epoxy coats allow to dry and then apply three coats of finish. Apply appropriate college level stripping to floor. Contractor will work around all permanently installed bleachers. Place, Vandenberg AFB Fitness Center, building 9005 Basketball Court and building 9002 Racquetball Courts. A site visit is scheduled for Thursday March 31, 2005 at 9:00 am local time. Due to the nature of this project, it is highly encouraged that all offerors attend the site visit. All bidders who plan to attend the site visit must submit the names of personnel from your firm no later than 4:00 pm local time Wednesday March 30, 2005. The provision at 52.212-1 Instructions to Offerors -- Competitive Acquisition (Jan 2004), 52.212-2 Evaluation -- Commercial Items (Jan 1999) apply to this acquisition. This item is being procured and will be awarded using simplified acquisition procedures in accordance with FAR subpart 13. Offeror must submit completed copy of the FAR provision 52.212-3 on-line at http:orca.bpn.gov. The clause at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct. 2003); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jan 2005). Questions Asked During The Site Visit 1) How many broken boards are there? a. Approximately 15 boards. 2) Will the boards that are scared require replacement? a. The ones inside the playing area will require replacement but the ones on the outside of the playing area will only need to be sanded down and recoat same as the other boards. 3) Will the bleachers be removed? a. No, you are only required to redo the floor up to the bleachers. 4) Will the vending machines be removed? a. Yes and all other equipment besides the bleachers. 5) Will the trap door on the right side center court require any work? a. No just sand and coat same as the rest of the floor. 6) Will the volleyball net mounts require any work? a. The 24 old mounts will be remove and the hole replaced with wood and the 6 new mounts will be repaired as required. 7) Will the area be closed off during the maintenance? a. The basketball court will be closed off so it can all be done a once, but the racquetball court will closed according to the winning contractor ability to finish in a timely manner. Example if will take a long time to finish then one court will be close at a time but if both can be done quickly then both will be closed. 8) Do we have to use the epoxy as prescribe in the solicitation? a. No, but any chemical used must meet all government, state, base and local guidelines and regulations and must be within the guidelines of the solicitation. 9) Will the new striping be exactly as it is now? a. Yes, exactly. 10) Will the wall trimmings be removed? a. No, you are only required to redo the floor up to the wall trimming. Newest Changes and Questions Questions 1) When do you need this done by? a. 30 days after award 2) How long will we be given to do this? a. 30 days 3) It was brought up at the site visit about the four foot dead area under each goal, is this to be fixed also? a. Yes, the dead area under both goals need to be fixed 4) Are the racquetball courts 1680 square feet each or is that for both courts? a. The square feet of the 2 Racquetball Courts is 840 square feet each. Changes The square feet of the 2 Racquetball Courts is 840 square feet each.
