Description
The U.S. Department of Commerce, NOAA, intends to solicit for maintenance and repair of repairable services for the Consolidated Automatic Support System (CASS) RF Test System, Serial Number SHB011, located at the National Reconditioning Center NRC), Kansas City, Missouri, for the period of one year. Type of support: 1) Unlimited access to CASS spare parts; 2) telephone support for NRC CASS technicians for CASS hardware repair; and 3) Historical turn around time of next day. The CASS was started by General Electric Corporation, Hewlett Packard and Teradyne. The three company team never delivered a working CASS and sold out to Lockheed Martin. This system is classed as a Naval Weapons System supporting land and sea based aircraft. This system is not common equipment or used by any commercial repair facilities other than those of the United States Government, namely the National Weather Service (NWS) and the United States Navy (USN). The USN is the exclusive agent of the government, having control of configuration, part standards and software. The purchase of maintenance support, asset quality control, and configuration management is solely the responsibility of Lockheed Martin Inc. under its contract with the Navy. The Navy has asked the NWS to contract directly with Lockheed Martin to obtain these services. The only common tie between the USN and the NWS involving this equipment is the support needed to maintain CASS assets and configuration control of the system, its software and all individual lowest replaceable parts. No other source of maintenance is authorized or available for CASS support. The CASS machine in operation at the NRC is a unique electronic tester that is essential to the support of WSR-88D Doppler Weather Radar in service by the NWS. It is the only CASS located at a non-Navy facility. The government will receive the best value by maintaining CASS utilizing a maintenance support agreement with Lockheed Martin Simulation, Training & Support because they are authorized to exchange parts with CASS users. All CASS assets and test support software remains under the supervision of the Navy in accordance with Navy requirements unique to this system. The government knows of no other qualified source and believes that this item is proprietary to Lockheed Martin Inc. Any business source, able and authorized to perform maintenance and repair for the above equipment reference herein is encouraged to respond to this announcement within 30 calendar days after its publication. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to maintain and repair the specified equipment and certification that they are authorized to repair the equipment. The government reserves the right to solicit quotes based on receipt of affirmative responses to this notice or issue an order to Lockheed Martin, Inc., whichever is determined to be more advantageous to the government without further notice. The anticipated award date shall be within 15 calendar days after date of this announcement. The NAICS code for this action is 811213. This is not considered a small business set-aside.
