Description

PNNL will need a web-based software tool to facilitate managers to take systematic and proactive measures to (i) document existing internal controls; (ii) assess the adequacy of internal controls in programs and operations; (iii) separately assess and document internal control over financial reporting consistent with the requirements of OMB Circular A-123, Management?s Responsibility for Internal Control; (iv) assist in identifying needed improvements; (v) managing corresponding corrective action; and (vi) report periodically on the status of internal controls. The software needs to support the Committee of Sponsoring Organizations of the Treadway Commission?s Enterprise Risk Management Integrated Framework (COSO-ERM) for internal controls and the audit requirements similar to the Sarbanes-Oxley Act of 2002 for Internal Controls. Accordingly, the software should ideally allow the organization?s objectives, risks to those objectives and risk response to be captured. Key benefits to be derived from this software include ease in documenting Internal Controls and the Control Environment, effective management of the Internal Control assessment process including identification Internal Control deficiencies, corrective actions and reporting. By implementing the use of this tool, a reduction in annual cost of assessing and reporting on Internal Control required by OMB Circular A-123 should be achieved. In addition, the software will be expected to provide internal control documentation required by other audit agencies such as DCAA, Department of Energy Inspector General as well as others.
