- MEMORANDUM FOR ALL GSA SCHEDULE 70 CONTRACTORS FROM: Scott Sizemore AFRL/PK 1981 Monahan Way, Room 107 Wright-Patterson AFB OH 45433 (937) 255 ? 3079 Scott.Sizemore@wpafb.af.mil SUBJECT: Request for Proposal, AFRL EBS Development and Support 1. The Headquarters Air Force Research Laboratory (HQ AFRL) has a requirement for Enterprise Business System (EBS) Development and Support with options for additional out-year work. One predominately Time and Materials (T+M) task order will be placed with the contractor that offers the best value to AFRL for all requirements. There will be one CLIN created for labor, and another for travel and other direct costs. The offeror?s proposal must be received by 1:00 PM EDT on 20 June 2005, with past performance information due by 1:00 PM EDT on 2 June 2005. This task order will be incrementally funded, in accordance with FAR 52.232-22, Limitation of Funds. 2. The AFRL Enterprise Business System (EBS) program provides integrated business process solutions and smart enterprise-wide IT Portfolio Management. Quality, schedule, cost, customer satisfaction, and risk mitigation are critical to successful adoption of all components into an integrated EBS environment. The period of performance for these tasks is 6 Sep 05 through 5 Sep 06, with option years thereafter. a. EBS Development will include providing rapid response capability and integrated solution delivery based on existing and emerging needs of the EBS Program Office and its customers. This capability will be provided via commercial off the shelf (COTS), government off the shelf (GOTS), and/or custom developed applications, after appropriate cost analyses have been completed. EBS anticipates this requirement will include configuration of any existing applications, but done so to the minimum needed to satisfy requirements, and to ensure a lower life cycle, maintenance, and supportability cost in the future. b. EBS Support will include software maintenance, sustainment, upgrades, enhancements, training, bug fixes, and general program office support activities. These includes, but is not limited to: requirements creation/analysis/refinement, program management and support, configuration management, risk management, tech writing, business process reengineering, technology evaluation, administrative support, integration and deployment, initiative support, content management, and implementation. All of these task areas will support the EBS Program Office?s goal of providing total, seamless, and rich access to information across the Enterprise for AFRL Customers 24/7. This goal will be attained through operating as an integrated corporation using common business practices and by sharing and using information as a strategic resource. 3. The Contracting Officer (CO) is the sole point of contact for this acquisition. Questions should be submitted via e-mail only as soon as possible, but not later than within 48 hours of the due date, to Mr. Scott Sizemore or 1Lt Chad Sessler. SCOTT SIZEMORE CONTRACTING OFFICER SIG BLOCK Pre-Solicitation Conference The purpose of this meeting is to communicate with industry on the status of EBS?s acquisition strategy, program plan, performance requirements, and draft source selection evaluation criteria. Additionally, we seek contractor feedback on the following: 1. Proposed schedules 2. Performance Requirements 3. Draft RFP The Air Force Research Laboratory (AFRL) Enterprise Business System (EBS) program office analyses AFRL requirements in conjunction with AFRL, AFMC, and AF policy to deliver integrated, enterprise solutions to its customers throughout the Lab. The EBS Development and Support contract seeks to ensure an effective and responsive delivery capability for emerging AFRL requirements. This includes tasks related to many stages of the software acquisition lifecycle process. Performance is to begin not later than 6 Sep 2005. The contractor will be required to provide all personnel, supervision and other items necessary to manage this task as outlined in the accompanying draft Statement of Work. Those contractors interested in participating should plan to attend the 0815- 1100 briefings on 11 May 05 that will be held in Area B, Building 570, Room 104 at Wright Patterson AFB. Due to room size constraints, each company division is restricted to 3 representatives, including proposed subcontracting partners. Following the briefings, each company will be allocated up to 30 minutes of discussion time to provide input in the areas identified above. If your company chooses to participate in the side session with the government team, please email your request to Scott.Lewis@wpafb.af.mil and you will be scheduled on a first come first serve basis. Confirmation of a scheduled meeting time will be provided by email. If you choose to have a side session and wish to present a power point presentation, please bring your unclassified presentation on a CD or USB drive and give it to Lt Lewis.
