Description
THIS IS A SOURCES SOUGHT NOTICE Air Force Materiel Command, Electronic Systems Center, Operational and Support Systems Group, Wright-Patterson Air Force Base, Ohio intends to negotiate a sole source modification to extend the current GSA Contract No GS-35F-4014G, Task Order No. FA8770-03-F-0040. Period of performance is 7 June 2005 ? 6 June 2006. In accordance with the Federal Acquisition Regulation 6.302-1(a)(2)(iii), the government is negotiating directly with NCI Information Systems, Inc., Reston, VA. The contractor shall provide continued technical support for the NCI Spectrum System Development Architecture (SSDA) client server and web versions. The contractor shall provide Operations Support Systems Group (OSSG) development organizations with the SSDA associated training and knowledge required to implement full re-use while reengineering key legacy systems using the Operations Support Systems Wing (OSSW), Reuse Framework which is inherited from NCI Spectrum framework in the PowerBuilder, Oracle, Sybase, EAServer, UNIX, SML Portal, Java, Javascript, JSP, and Windows NT 4.0 environment. NCI/SSDA is a proprietary product of NCI Information Systems, Inc. The use of the NCI/SSDA by OSSG and its contractors is covered under a license agreement with OSSG. This license agreement also provides for use of the SSDA by other OSSW organizations, such as DFSG, if needed. The systems that remain in development are expected to be deployed in fiscal year (FY) 06. The team determined that an additional year should be priced and added to the current Justification and Approval (J&A) document to insure implementation issues are adequately addressed. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide the capability within ten (5) days of this publication. A determination by the government not to compete this action based on responses received is solely within the discretion of the Government. The contracting officer may be contacted by e-mail at Patricia.Miller@wpafb.af.mil. Telephone inquiries will not be accepted. An Ombudsman has been appointed for this acquisition. The ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. The ombudsman is Ms. Sharon Evans and can be reached at (937) 257-5988.
