- This serves as a ?Notice of Intent? to issue a purchase order under the Simplified Acquisition Procedures (FAR Part 13), to Eznec on a Sole Source basis to purchase Antenna Software for Air Force Research Laboratory to upgrade and expand its numerical modeling antenna and electromagnetic problems. The antenna and electromagnetic research and development projects are needed to numerically simulate numerous antenna problems that include: wideband conformal antenna elements and phased arrays; antennas fabricated using materials that have negative permittivity and permeability; wideband electrically small antennas; electrically large antennas; fractal antennas, etc. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-03 effective 11 April 2005. The Government intends to award a contract for the following line items: CLIN 0001 EZNEC/4AF Antenna Software. Inspection and Acceptance: DESTINATION. This requirement is determined to be available only from Eznec because they are the sole developer of this software and the EZNEC/4AF is a program designed specifically for the Air Force. No formal requests will be issued for this procurement. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition.
