Description
The Space and Missile System Center, SMC/LGK, 1050 E. Stewart Ave., Peterson Air Force Base, CO 80914-2902 will be awarding a contract no later than 01 Nov 05. The contract type is to be determined. The period of performance for this effort will consist of five years. The Air Force Satellite Control Network (AFSCN) requires a single provider of support for antenna obscura, vertex height and geo-location data values. Antenna obscura is the complete horizon profile which describes visibility limitations of the antenna. Vertex height is the vertical distance from the Department of Defense (D.O.D.) approved Reference Datum to the focal point of the antenna. Geo-location data is the Department of Defense approved measured values of latitude and longitude for the vertical centerline of the antenna. Support services are required for eight (8) Remote Tracking Stations (RTSs) worldwide. Support includes, but is not limited to, traveling to the sites to provide briefings, performing preliminary site assessments, and also performing needed site surveys. Support services also includes gathering, reviewing and assessing existing documents and data, performing engineering analyses for obscura, vertex heights and geo-locations, and also preparing and providing findings and recommendations reports, and other related documents. It requires preparing, testing, packaging and distributing updated obscura, vertex height and geo-location data values. Maintaining and updating an automated obscura, vertex height and geo-location analysis capability is also required. Security clearances and on-site security escort services for assessments and surveys are required. The acquisition requires the offeror to provide all of the hardware, software, equipment and materials necessary to perform and deliver the data updates to meet operational needs. Offerors may submit their responses to this market survey as a potential provider of these support services and automated capability. Offerors may reply with their capability to meet these total requirements. Information may be submitted and inquiries may be directed to the Government Point of Contact (POC) is Cheryl Peterson, (719) 556-8734. This acquisition has a military and space application. This acquisition for antenna obscura, vertex height, and geo-location data support services is to continue the AFSCN objective of providing current and accurate antenna location and visibility data and related update analysis. If proprietary information is submitted, it must be marked accordingly, and sent properly. No classified information will be accepted for responses to this sources sought/market survey. The contract is for selected field, engineering, hardware and software services for the automated analysis capability and other Customer Data Requirements Lists (CDRLs). Cost reporting will be required on this effort. Responses should be emailed to the Government POC, Ms Peterson, cheryl.peterson@cisf.af.mil. This notice of intent is not a request for competitive proposals. Interested companies with the capability to perform in support of this requirement are encouraged to participate. The small business size standard for this requirement is NAICS 541330. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal and is not to be construed as a commitment by the government. Verbal responses will not be accepted. Small businesses are encouraged to respond with statements of capabilities that demonstrate that they can perform as a prime contractor for this effort. The size standard for NAICS code 541330 is $23 million. Small businesses should indicate if they are a Certified 8(a), HubZone or other qualified small business type contractor.
