Description
The Contractor shall assess near-term technological capabilities to provide a low cost Associate Intermodal Platform (AIP). The AIP will improve the Department of Defense (DOD) distribution mission and minimize throughput concerns. The assessment and end product will provide a proof of concept for the AIP. Inefficiencies identified in 463L asset recovery in contingency operations will be examined in order to determine if they can be eliminated with AIP. The AIP, with cargo intact, moves forward into the theater while 463L pallets and nets remain in the Defense Transportation System (DTS) under this study. It provides potential for expansion to all contingency and exercise operations in all theaters. Supported Combatant Commanders will be able to determine if substantial benefit will be realized through the 463L AIP by eliminating the need to provide theater management oversight, force protection for recovery teams, and increased inventory for air cargo flow. United States Transportation Command (USTRANSCOM)/Air Mobility Command (AMC) will be able to determine if substantial benefit will be realized through assured availability of 463L pallets and reduction in cargo handling processes. This study will also examine means to reduce the manpower-intensive efforts to recover, inspect, and clean 463L assets. In coordination with the Defense Logistics Agency and AMC, this effort will develop a Concept of Operations for a pilot demonstration of the AIP capability in the DTS.
