Description
The Army Contracting Agency, Northern Region; Dugway Proving Ground, Utah Directorate of Contracting (hereinafter referred to as the Government) is requesting proposals for the design, development, integration, test, management, documentation, delive ry and installation of a Spectral Characterization Instrument (SCI) system that will 1) measure the relative ultra violet, laser induced fluorescence (UV-LIF) signatures and cross-sections, and 2) the relative UV & infrared (IR) elastic backscatter of biol ogical simulant and agent materials grown by Life Sciences, Dugway Proving Ground for use in field test and evaluation programs. An approved engineering design document (EDD) is required before assembly will be permitted. The EDD will include summary resu lts of modeling and engineering design work, details of subsystem components, a test and validation plan, and an assembly and program management plan. The SCI will be used to measure the spectral signatures of bio simulants and agents in support of field test programs to evaluate and assess the calibration and validation of open air range tests of IR / UV-LIF Light Detection and Ranging (LIDAR) systems used for the detection and discrimination of threat clouds. The North American Industry Classification S ystem Code (NAICS) for this requirement is 333314 and the small business size standard is 500 employees. NOTE: FAR Clause 52.232-18 Availability of Funds (Apr 1984) - Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Offi cer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
