Description
The Government intends to negotiate a sole source commercial contract with LifeSaving Systems Corporation to procure a Maximum of 76,432 sets of Mini-buckle Assemblies consisting of two parts (720-M & 720-F) and Plastic Slide Loop Assemblies (Part Number 105-0100-5614). The Naval Air Systems Command (NAVAIR) Patuxent River has a requirement to procure a Maximum of 76,432 Mini-buckle Assemblies and Plastic Loop Assemblies for installation on the LPU-34/P, LPU-36/P, and LPU-37/P; Low Profile Floatation Collars utilized by Navy and Marine Corps aviators. This is a notice of intent to request a quote and negotiate with LifeSaving Systems Corporation, 220 Elsberry Road, Apollo Beach, FL 33572-2291 on an other than full and open competitive basis as they are the only vendor qualified. Each LPFC will require four mini-buckles and four slide loops for the improved mounting system. Both items will be purchased as a kit. The hardware must withstand a 600 Knots Estimated Air Speed (KEAS) Windblast, a 28.0G load on Horizontal Accelerator, be manufactured or finished to be non-reflective for use with Night Vision Goggles, and be small enough not to interfere with equipment already installed on the survival vest. An In-Service Management Panel (IMP) Action Chit drives this change and is safety related. The proposed action will be a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. Requirements will be ordered and funded under individual delivery orders. The estimated ordering period for the contract will end 31 December 2009. Contract award is anticipated to be 2 months after synopsis date. SEE NOTE 22.
