- DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Dialogic Communications Corporation (DCC), 730 Coolsprings Boulevard, Suite 300, Franklin, Tennessee 37076, to provide the following items UNDER AUTHORITY OF FAR 6.302. Dialogic Communications Corporation, 730 Coolsprings Boulevard, Suite 300, Franklin, Tennessee 37076. . This award is for the Reverse 911 Critical Communication System Public Safety Answering Point, Bldg 1164. The proposed contract action is for commercial services and will be firm-fixed price with a base year to include maintenance and one option year. DCC is the only source who can provide the ?Communicator? Reverse 911 portion of the E-911 project which is currently fielded by Headquarters Marine Corps. A Reverse 911 Critical Communications System (CCS) contacts personnel on all communication devices (e.g., telephone, pager, email, fax, etc.) delivering incident-specific information or instruction, confirming message receipt, and documenting notification results in comprehensive reports. Uses of the CCS are for personnel deployment, evacuations, telephone tree replacement, critical communications to management, inbound bulletin board (for making information available to callers, and roster information management. CCS also provides comprehensive capabilities that can b! e used for all business continuity phases to include planning, notification and recovery processes ultimately keeping staff and other invested parties apprised of upcoming and existing events and situations at hand. The Marine Corps Base (MCB) Camp Pendleton?s Reverse 911 system will be tied into the Headquarters Marine Corps system to enable interoperability. Headquarters Marine Corp policy is to standardize all communications systems that integrate with the Enterprise-Land Mobile Ratio (E-LMR) to enable interoperability among Marine Base bases. The E-911 manufacturer is Plant Equipment, Inc. (PEI). PEI must certify the Reverse 911 manufacturer on their system. Dialogic Communications Corporation is the only Reverse 911 manufacturer known to be certified by PEI. The place of contract performance is Marine Corps Base, Camp Pendleton. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to five days after date of publication of this synopsis before 1200 PST on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to USMC, Regional Contracting Office, SW, Marine Corps Base, Camp Pendleton, P.O. Box 1069, Oceanside, California 92051-1069. EOIs sent via Federal Express or hand carried must be delivered to USMC, Regional Contracting Office, SW, Marine Corps Base, Camp Pendleton, Building 22180, Oceanside, California 92055-5027, during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile or electronic transmission to Attn: Beverly Hardy at 760-725-8445. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transm! ission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is May 16, 2005.
