Request for Proposal Solicitation Number M/OAA/2005-100 100% Small Business Setaside Dear Offeror: The United States Agency for International Development (USAID), invites contractors to submit a proposal for services described in the attached solicitation. Enclosed you will find a Scope of Work for the negotiation of a Purchase Order Proposal under the Freedom of Information Act (FOIA) request. No later than 4:00PM on June 3, 2005, please provide this office with a price and technical proposal for accomplishing the work described in the attached Statement of work. The RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your proposal. The selection process will consist of a Best Value source selection based on past performance, organizational experience, ability to follow instructions and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, USAID will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, USAID will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability is worth the marginal difference in price. This procurement is a 100% Small Business Setaside. The NAICS code for this solicitation is 541990. Government estimated value of this contract will be $100,000.00 for base year and four option years. The period of performance for this procurement will be July 11, 2005 through November 17, 2005 with four one (1) year option periods.
